About this file
This Addendum One document is issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration for Invitation to Bid No. RFB-117-26 regarding the Yatesville Lake Marina Replacement project at Yatesville Lake State Park in Louisa, Kentucky. The project involves comprehensive marina construction including replacement of five docks (A, B, C, D, and E), new gangway installation, fuel dispensing facilities, utility infrastructure, security systems, and associated site improvements. The addendum, dated November 24, 2025, mandates that bidders conform to all specified changes and utilize the revised unit price page in their submissions. The document includes a revised bid form requesting unit pricing for concrete work measured in cubic yards, with instructions that all blanks must be completed or bids face rejection.
The addendum addresses 68 pre-bid questions and responses that clarify project scope and technical specifications. Key clarifications include confirmation that new asphalt paving is limited to patch and repair work related to construction activities; retaining walls and bollards are not required; all new fuel dispensers must be used (4,000-gallon capacity) with Bennett single product dual hose design; existing concrete anchors may be reused if relocated to correct positions; concrete decking consists of 2x2 panels with anti-slip surfaces; all docks are new with existing covered docks' structures and roofing salvaged by the state; and utility electrical plans remain as published. The project specifications include detailed requirements for dock anchoring systems with additional winch assemblies approved for each dock, structural modifications to accommodate snow loading, and telecommunications infrastructure including fiber optic backbone, Cat6 cabling, telephone service, and security camera systems without audio recording capability.

Response: They will need to be removed to the extent feasible.
10. Section 131250 part 2.2.F.1 on concrete deck materials states, “Concrete Panels shall be
2x2 in size and 3500 psi.” However, numerals “c - d” describe a method to attach the decking that resembles more a wooden system. Please clarify how the concrete decking needs to be attached to the lumber underneath.
Response: Disregard any deck details that show wood. Decks are to be 2 X 2 concrete panels.
11. What is the thickness of the concrete decking?
Response: Per manufacturer. To be reviewed with shop drawings.

19. Per site visit, please provide any upgrade on the utility plans.
Response: Contractor are to bid drawings as they are.
20. The design narrative mentions dock relocation of Dock D and C. Please confirm that all docks will be new and docks D and C will be removed and the roof structure salvaged.
Response: Concur. All docks are new and all of the two covered docks’ structure and roofing are to be set aside for the state at the location indicated in the site laydown layout.
21. Will a list of salvageable items be provided to the bidders, IE, fuel system components, oEice equipment, freezers/coolers, retail racks, winches, etc.?
Response: The only items being salvaged by the state are the structure and roofing for the two existing covered docks. All else is to be the contractor’s responsibility.
22. Section 220100 mentions several inspections that require approval certificates. Since the state is hiring the special inspections, please clarify if the companies providing such inspections will provide the approval certificates (upon inspection) or are these certificates to be acquired independently by the contractor?
Response: Contractor are to bid drawings as they are.

Response: Bidders to bid drawings. Successful bidder may submit alternate sizes for review and approval.
57. A dock manufacturer proposed the following changes to the anchoring system:
o A dock: 4 additional winch assemblies and anchors - Concur o B dock: 4 additional winch assemblies and anchors - Concur o C dock: 4 additional winch assemblies and anchors - Concur o D Dock: 6 additional winch assemblies and anchors- Concur o E dock:
8 additional winch assemblies and anchors- Concur
6ft fingers instead of 4ft fingers to accommodate for the snow load specs – Please bid drawings as they are.
Need confirmation that eve height is 28ft and slip widths are 23ft. - Concur o A dock:
3 additional anchors – 2 on the store’s platform and 1 on the single covered slip (2 should be north bound and 1 should be south west bound on the store platform). -
Concur
There seems to be a discrepancy between specs and the building code on the distance of fuel pumps from an enclosed structure. – Unclear what is being asked. Fuel pump is under covered slip that is open to the air. Only enclosed space is head dock building on opposite end of home dock.
Response: See above notes.
58. The specs say 24g gutters and prints say 6” continuous gutters. which are contractors doing?
Response: Bid gutters as specified.
59. Manufacturer believes that length and design of gangway on print C201 shows gangway as a two piece, approximately 70-foot 40/30’ but on C503 shows a 40-foot hinge with wheels on the other end. Please clarify desired gangway design. If ADA compliant, requirement is a 4’-
6” deck surface. Print shows 4 foot but code is 4 foot inside of grab rails.
Response: CS-201 is correct for length of gangways. The width of the gangway is to be 6’.
60. Manufacturer believes that at the Home Dock it may be best to do a pivot hinge with connections on both ends of gangway because its dock is on independent cables and anchors. This would ensure gangway always stays connected.
Response: Top of gangway to be a fifth wheel. Head dock to be steel rollers on steel plate with angles welded to plate to prevent sliding.
61. We feel all head piers need more anchors: suggest adding new anchors 90° oE the head piers to oppose wind and wave action coming down the harbor. Recommend pier E and pier
D have 12 on each pier and 10 on other three piers.
Response: Concur.
62. Please clarify, anchor design CS502 shows a 4500-pound anchor (approximately 3000 in water). Also S301 shows a 9400-pound anchor (6000 pound in water), would it be fine to use
8000-pound plowed anchors?
Response: Anchors to be 2-4500 lb. anchors per winch.
63. On roof design state has specified 2 1/2 14-gauge columns, can 2 1/2 11-gauge, be used?
64. 26-gauge roof panels are specified, can 24 gauge be used?
Response: Concur.
65. Manufacturer suggests to re-evaluate snow loading and associated spans.
Response: See response to question #57.
66. On Pier E and peer D the slip widths are 23’. On E, the most common size for a 60-foot slip is
20-foot wide. 23’ can make it hard for most boaters to get oE either side of their boats.
Please consider a change.
67. On pier D, 18-to-20-foot widths are more common. Please consider a change.
68. Please provide snow load requirements.
Response: See S-001.
