About this file

Summary

This addendum to Invitation to Bid No. RFB-114-26 is issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for an AML (Abandoned Mine Land) Project in Perry County, Kentucky. The project encompasses site remediation and restoration work including mobilization, utility relocation, landscape work, traffic control, structure removal, site preparation, debris disposal, concrete work, steel reinforcement, drainage systems, piping installation, retaining walls, seeding and landscaping, and bituminous repair. The revised bid schedule dated November 3, 2025, contains 57 line items with specified quantities and estimated unit prices. Three bid items were amended through Addendum #1: Filter Fabric increased by 1,250 square yards for access road bench work; Roadstone increased by 550 tons for access road and driveway work; and Bituminous Repair increased by 125 tons for access road repairs at two project sites.

The bid schedule provides Allowable Price Limits (APL) for items subject to unit price constraints, with some items designated as lump sum, and others as "as constructed units" or unit priced. Bidders must use the Revised Bid Schedule dated 11/3/2025 and must properly execute the authentication of bid and statement of non-collusion and non-conflict of interest page for the total bid amount to be valid. Unit prices outside the APL range may be considered unbalanced bids requiring written justification if the bid is deemed low responsive. The contact for the procurement is Susan Ward, Statewide Procurement Analyst II, with reference number RFB-785-2600000199.
