About this file
This document is an Invitation to Bid (RFB-36-26) from the Commonwealth of Kentucky's Department for Facilities and Support Services, Division of Engineering and Contract Administration, for a Retaining Wall Rehabilitation project at the Kentucky State Penitentiary in Eddyville. The project is a re-advertisement of a previous bid (RFB-92-24) for the Department of Corrections, with a bid date of August 10, 2025. The addendum includes updated Department of Corrections Contractor Rules and Regulations, which provide comprehensive guidelines for contractors and subcontractors working within Kentucky correctional facilities.
The attached contractor rules outline strict protocols for facility entry and conduct, including mandatory background checks, PREA training, safety compliance, and numerous restrictions on personal items, electronic devices, and interactions within the prison environment. Key requirements include submitting a detailed tool inventory, avoiding inmate interactions, and adhering to specific work hours (Monday through Friday, 7:00 AM to 3:00 PM), with weekends and state holidays designated as blackout dates. Contractors must obtain pre-approval for any work outside standard hours, and they are subject to rigorous security measures such as tool inspections, prohibition of weapons and glass items, and limitations on personal belongings and electronic devices.

CONTRACTOR RULES AND REGULATIONS
Kentucky Department of Corrections – Capital Construction Management Branch
All contractors, subcontractors, and their employees working within Kentucky correctional facilities are required to comply with the following rules. These guidelines are not all-inclusive and may be supplemented or superseded by policies specific to individual institutions.
GENERAL RULES FOR ENTRY AND CONDUCT
Background Checks All personnel must successfully complete a background check and receive approval for facility access by the Warden or their designee prior to entering the premises.
PREA Training All workers are required to complete on-site PREA (Prison Rape Elimination Act) training before beginning any work activities. This training typically takes approximately 30 minutes.
Safety Compliance The Contractor is solely responsible for maintaining a safe work environment and ensuring ongoing compliance with OSHA regulations. Any observed safety violations will be reported to the institutional Safety Officer, who will notify the DOC Safety Branch. In addition, the project’s Construction Superintendent must inform the DECA Project Manager of the incident, and OSHA will be contacted if warranted. Failure to promptly address safety violations may result in a stop-work order. Delays caused by safety infractions will not justify additional compensation or schedule extensions.
Construction Vehicles Construction vehicles must be removed from inside the secure perimeter as soon as they are unloaded. All tools, chemicals, and glass items must be secured within the vehicle’s cab or another locked compartment whenever the vehicle is left unattended on prison property.
Cell Phone Restrictions Cell phones including smart watches must remain secured inside workers’ vehicles and are prohibited in the yard area. Exceptions may be granted to the Job Superintendent with prior approval from the Warden or designee.
Prohibited Substances Illegal drugs and alcohol are strictly prohibited on facility grounds, including in locked vehicles.
Tobacco Policy Tobacco products are not permitted within any correctional facility. Some institutions may allow tobacco to remain locked in vehicles, but prior coordination is required. The use of tobacco products is strictly prohibited anywhere on institutional grounds.
Prescription Medications Workers who require prescription medications should only bring the necessary daily dosage in its original pharmacy container. All medications must be approved in advance by the Warden or designee prior to being brought inside the facility.
Weapons Prohibition Firearms, ammunition, and all other weapons are strictly prohibited on facility grounds, including in locked vehicles.
Law Enforcement Notification The discovery of illegal substances or firearms in a worker’s vehicle will result in immediate notification to the Kentucky State Police.
Glass Prohibition Glass items, including ceramic mugs or cups, are not allowed within the yard area.
Electronic Devices Personal cameras, radios, audio recorders, pagers, and other electronic devices are not permitted in the yard area unless specifically approved in advance by the Warden or designee for job-related purposes.
Personal Belongings Personal items such as mail, bills, or other correspondence are not allowed outside of the worker’s secured vehicle for their own safety.
Offender Interaction Contractors must avoid any unnecessary interaction with inmates. Any required interaction must be coordinated through institutional maintenance staff and supervised accordingly.
Tool Inventory Control Contractors are required to submit a detailed inventory of all tools prior to site entry.
Institutional security will inspect and verify tools against this inventory upon both entrance to and exit from secure areas.
Warden’s Authority The Warden or their designee retains the authority to modify, enforce, or implement additional rules as necessary to uphold the safety and security of the institution.
WORK SCHEDULE REQUIREMENTS
Schedule Submission Contractors must submit a proposed project work schedule for review and approval by the using agency.
Work Hours Standard work hours are Monday through Friday, from 7:00 AM to 3:00 PM. Weekends and State Holidays are designated as blackout dates, during which no work is permitted. Any request to work outside these hours or on blackout dates must be pre-approved by the Warden or their designee, either prior to the project start date or at least five (5) workdays in advance of any proposed schedule change.
