About this file
This document is Addendum No. One for an Underground Electric project at the Wendell H. Ford Regional Training Center for the Kentucky Department of Military Affairs, issued by the Commonwealth of Kentucky's Department for Facilities and Support Services, Division of Engineering and Contract Administration. The addendum provides critical updates and clarifications for the RFB-07-26 invitation to bid, including changes to specifications, drawings, and project requirements. Key modifications include obtaining highway crossing permits through Kentucky Utilities (KU), adding specifications for conduit installation, updating utility water availability, and addressing various technical details about underground electrical work, transformer installations, and site conditions.
The addendum includes responses to 24 Request for Information (RFI) items that provide detailed clarifications on project scope, such as conduit specifications, excavation requirements, equipment provisions, and inspection processes. Notable points include that Kentucky Utilities will provide primary electric pullboxes and a pad-mounted recloser, water can be obtained from the owner, and the contractor is responsible for coordinating permits and inspections through the Kentucky Department of Fire Prevention. The project involves underground electrical infrastructure at a military training facility, with specific technical requirements for conduit routing, backfilling, compaction, and electrical system installations.

End of Addendum #1
PROJECT: DMA - WHFRTC Underground Electric System Name 095-CB4E-WH27-00
RFI No. QUESTION RESPONSE 1 I need to better understand the Alternate NO 1 note that "work on this sheet is asscociated with add
Alternate NO 1". Sheet SE102 shows the demo(Alt#1), Sheet E123 shows new underground (Base Bid? Or Alt#1?), This note is on several sheets.
Will be clarified in the addendum.
2 The spec section 260533.2.2B calls for Type EPC-80PVC (Schedule 80), the plan Trenchh Detail on Sheet E600 calls for Schedule 40. Please clarify.
Schedule 40 PVC can be used for conduit routed underground. All conduits beneath roads and all turnups shall be schedule 80 PVC. All outdoor exposed conduits for KU site lighting shall be schedule 80 PVC.
3 Clarify F(1) and unit prices A(1) in earthwork section. Are you specifying type of equipment required?
Also, on the drawings it shows 6” clearance on both sides of 4” conduit, total of 16”. Is this correct?
Paragraph 1.3 (F) (1) is intended to indicate the specification/power of the machine to be used to define rock. Unit Price paragraph A (1) will be deleted.
4 Clarify paragraph 3.6 (B) (1) of section 312000. Clearance will be changes to 6 inches in the addendum.
5 Pull box's provided by KU? Primary electric pullboxes are furnished by KU and installed by contractor.
6 KU installing re-closure? Pad Mounted recloser is furnished and installed by contractor.
7 Sheet E001 called out in notes on sheet E701? Don't see it. The sheet E001 call out on sheet E701 and sheets E700 and E702 should be for sheet SE001.
8 Sheet SE001 in Drawing list don't see it. Sheet was inadvertantly left out of set and will be included in the addendum.
9 Due to the complexity of the scope of work, material needs and utility/site related questions to be answered, will there be any additional time for RFI’s & Extension of bid date?
There is no extension of the bid date.
10 For poles with type “U” (KU to furnish and install) will KU also be providing a New Pole or utilize existing? Type U lights are shown on existing KU wood poles.
11 For LEDs with type “D” will these be mounted on existing wood pole as drawings call for “wood pole mount”.
Type D lighting fixture will be mounted to an existing customer owned wood pole.
12 Who is to provide NEW pad mount Generator Recloser R2 w/ SCADA controls? Pad mounted recloser will be furnished and installed by the contractor. Recloser shall be provided with SCADA controls compatible with the existing Caterpillar SCADA control from the generator building.
13 Who is responsible for moving connex containers next to building 205? It is not anticipated that any containers near building 205 will need to be relocated. Route ducts around the existing buildings.
14 At each transformer concrete pad location where the ground / terrain isn’t level does this require a poured concrete wall or rip rap or install # 2 stone on slanted edge of earth to get the bank to hold.
Three phase transformers will require a concrete pad.
Yes.
15 Is Potable water available onsite? Not drinking water but clean water for a VacTruck? Water can be obtained from the Owner.
16 Is there a location on site to dump spoils dirt, rock, etc? Yes. Location on site will be determined at preconstruction meeting.
17 Is there a location on site for VacTruck spoils? ATS is willing to build a berm with silt fence and or dirt / #
2 stone and clean up liquid dirt after it dries out?
Yes. Location on site will be determined at preconstruction meeting.
18 Who is responsible for private utility locates? How are we to address unlocatable utilities? It was mentioned in the site visit that the Owner will mark their private utilities to the best of their ability.
19 How will unforeseen rock removal be handled? Rock clause? Soils are considered unclassified. If rock is encountered, the intent is to route ducts around rock.
20 Can ATS be provided a detailed list of what is being provided by KU for this project? Please reference the Special Conditions specification and Sheet SE001 that will be included in addendum that shows the scope of work for KU.
21 In the event of mass rock when is conduit encased in concrete an acceptable means of application? How will this additional cost be handled?
If rock is encounter and duct cannot be routed around it, alternate means of installation will be considered.
22 Clarity on how each building will be metered? Most buildings already have a separate KU meter. New KU meters shown will require meter base. Meter bases are furnished and installed by the contractor. Meter will be provided by KU.
23 Who is responsible for providing underground pull boxes/vaults? Underground pullboxes for KU primary electric will be furnished by KU and installed by the contractor.
24 Building WK201 calls for new exterior disconnect to be mounted near AC Mini Splits. Currently there is a disconnect near the corner. There is not allowable space to meet NEC requirements for clearances on that wall. Please provide clarity how to address this?
Drawings show that the secondary electric from the pad mounted transformer to building WK201 shall be connected to the existing service disconnect switch within the building electrical room. New disconnect switch is not shown nor required.
