About this file
This is Addendum One to Invitation to Bid No. RFB-16-27 issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for the Central Kentucky Landfill Closure project in Scott County under the Department for Environmental Protection. The addendum addresses 51 bidder questions and answers regarding project specifications, drawings, and bid items for the landfill capping and closure work. Key project elements include earthwork grading for the cap system, installation of a 40-mil LLDPE textured flexible membrane liner, geocomposite drainage layers at the toe of slope and gas vent strips, leachate toe drain systems, vegetative cover placement, and erosion and sediment control measures. The project involves closure of Phases 3 and 4 of the landfill with a two-foot vegetative cover layer over the liner system. Bidders are responsible for determining the feasibility of using on-site borrow materials, which may consist of clay soils with shale and limestone layers, and for assessing whether mechanical screening is needed to meet the specification requirement of maximum 30 percent rock content. The project includes an alternate bid item for a perimeter road graded and graveled to 10 feet wide.
Compensation for work is structured through multiple bid items including earthwork grading, leachate toe drain construction, geocomposite installation, vegetative cover, erosion and sediment control, and alternative perimeter road work. Bidders are not compensated for settlement of the landfill, waste material encountered during cover soil removal, or damage to the geomembrane liner caused by contractor equipment. All waste encountered during construction must be handled and disposed of either on-site on relatively flat areas of Phases 3 and 4 or at the contractor's expense at a transfer station or permitted landfill. The specifications require subgrade preparation and testing prior to liner deployment with remediation costs borne by the contractor. Water for construction purposes may be obtained from the on-site sediment pond or hauled in at contractor expense. Borrow areas must be re-seeded, and material not used for the cap may be used to backfill highwalls to acceptable grades. Susan Ward, Purchasing Officer, serves as the Buyer of Record for the project.

ADDENDUM NO. 1
RFB-16-27 Central KY Landfill Closure Project Bidder Questions & Answers
1. Instructions to Bidders, Page 26, Section 10. I states, “All procurement questions shall be directed to Buyers of Record for this project.” Who is the Buyer of Record for this project.
Response: The Buyers of record for this project is:
Susan Ward, Purchasing Officer Commonwealth of Kentucky Finance and Administration Cabinet Department for Facilities and Support Services Division of Engineering and Contract Administration
2. Specifications Section 02300, Page 2, Paragraph 2.4 B., 3rd Sentence states, “This material shall include select materials from the construction area and/or soil from the borrow areas.”
Where are the on-site borrow areas located, is there any geotechnical data on the on-site borrow materials, and is there adequate materials within the on-site borrow areas to construction the cap?
Response: The borrow areas for this project are shown on drawing Sheet 1 of 9, GENERAL SITE LAYOUT, as the dashed blue line and shown in the legend as the APPROXIMATE PROPERTY/PERMIT BOUNDARY. The area does not include the CDD Landfill area. There is no specific geotechnical data for the on-site borrow material. From previous landfill construction the borrow material has consisted of clay soils with as much as 30 feet of soft shale alternating with thin limestone layers and large limestone floaters. It is up to the bidder to determine if there is adequate materials within the on-site borrow areas for construction of the cap to meet the requitements that rock greater than six (6) inches in any dimension shall be minimized as approved by the engineer and the material shall have a maximum rock content of 30% or as approved by the engineer for the subgrade material and vegetative cover materials as stated in Specifications, Section 02300 page 2, Item 2.02 B.
and Section 02310 page 2, Item 2.04 B. Soil material from the sediment in the sediment pond may be used for vegetative cover if sufficiently dried before placement as approved by the Engineer as stated in Section 02310 page 2, Item 2.04 B.
3. If on-site borrow is used will mechanical screening be needed?
Response: It is up to the bidder to determine if on-site borrow material will need mechanical screening to meet the requirements that rock greater than six (6) inches in any dimension shall be minimized as approved by the engineer and the material shall have a maximum rock content of 30% or as approved by the engineer for the subgrade material and vegetative cover material as stated in Specifications, Section 02300 page 2, Item 2.02 B.
and Section 02310 page 2, Item 2.04 B.
4. Construction Drawings, Page 9 of 9, provides both Base Grades and Final Grade elevations. Are the Base Grade elevations indicated on Sheet 3 existing grades or the grades following stripping of existing vegetative cover? I f these are not existing grades how will subgrade fill be compensated and is this material available from on-site borrow?
Response: Construction Drawings, Page 9 of 9: The drawing shows the base grades which are the base grades after regrading including stripping of the vegetative cover. Upon completion of grading the area the grade point locations will remain the same but the base point will be the top of subgrade and final grade will be the top of the 2-feet of vegetative cover layer. Earthwork grading should be bid on a per square foot basis. It is up to the bidder to determine if the material is available from on-site borrow.
5. What type of waste is contained within the landfill and how much has the landfill settled since the landfill was last surveyed. How will compensation for this settlement and for settlement during construction be addressed, and will contractor be responsible for post construction settlement?
Response: The landfill was permitted as a contained landfill accepting municipal solid waste. It is unknow how much the landfill has settled since it was last surveyed or will settle during construction. The bidder will not be compensated for settlement. The successful bidder will not be responsible for post construction settlement.
6. It appears based on information provide when comparing Existing Grades (Plan Sheet 1) to Bottom of Cap grades (Plan Sheet 3) that there is as much as 10 feet of cut and very little fill after stripping of the top 12-inches existing cover soils and vegetative layer. Is this cut expected to contain waste?
Response: If waste is encountered from removal of existing cover soils, it will be immediately covered with 6 to12-inches of soil material. The only cut material expected to contain waste is within the leachate toe-drain construction area. The contractor will not be compensated for waste material encountered from removal of existing cover soils. Also see response to question 4.
7. Is daily cover required for exposed waste and what are the requirements for supply and placement of daily cover?
Response: Daily cover material will be required for exposed waste and will be covered with a minimum of 6-inches of soil cover material. It is up to the bidder to determine how the cover material will be supplied.
8. If waste is exposed during subgrade excavation is there any requirement for over excavation and placement soil cover?
Response: If waste is exposed during subgrade excavation it will be covered immediately with 6 to12-inches of soil cover material.
9. Where are waste materials to be disposed, who is responsible for waste placement (placement, grading, and cover), and how will contractor be compensated for waste handling?
Response: Waste materials can be disposed of on top of the existing contained landfill on a relatively flat area at the top of the landfill in Phases 3 and 4 or disposed of at a transfer station or permitted contained landfill at the contractor’s expense. Waste disposal will not be allowed on steep slope portions of landfill Phases 3 and 4. The bidder is responsible for including the waste removal, handling and disposal cost as a part of the leachate toe drain and earthwork grading bid costs.
10. Plan Sheet 7, Detail A/7 indicates construction starting with a 12” Grading Layer followed by a Geo-composite Drainage Layer, 40-mil LLDPE Textured Flexible Membrane Liner (FML) and additional Geo-composite only at the Toe of Slope. Where do we get compensated for the 12” grading layer and the initial geo-composite installed below the FML liner?
Response: Geocomposite will only be placed at the toe of slope and passive gas venting locations as shown on drawing Plan Sheet 2. The bidder will be compensated for the 12-inch grading layer for the square footage in Item 7, Earthwork Grading for Cap on the bid schedule. The bidder will be compensated for the Geocomposite Drainage Layer at Toe of Slope in bid Item 8 and Geocomposite Vent Strips in bid item 9. No additional cushion geocomposite will be placed under the 40-mil LLDPE Textured FML.
11. It was stated at the pre-bid that the 12” grading layer would not be needed unless waste was exposed and that FML could be placed directly on the existing cover without any required protection below the FML. None of the major liner suppliers and installers will warrant this installation. Please clarify.
Response: The Phase 3 and 4 areas will be graded by the bidder/contractor so that the subgrade is acceptable to the liner installer and Engineer to place liner material on the subgrade. The last comment is noted.
12. There appears to be potentially enough river gravel onsite to construct the toe drain referenced on Sheet 7, Detail D/7. Can contractor use this material to for the Toe Drain Gravel Layer?
Response: The contractor can use the onsite river gravel to construct the toe drain gravel layer. Existing on-site synthetic materials may be used if tested, meet the specifications and are approved by the Engineer.
13. Plan Sheet 4 shows app. 9400 SF of Geo-composite (7.5’ Width) at the Toe of the Cap whereas the Pay Quantity for this item is nearly 4 times this amount. It was stated at the pre-bid that only a single roll width (15) would be needed for this installation which equates to app. 18,840 SF. Please clarify.
Response: Plan Sheet 4: An estimated 38,000 SF of Geocomposite (15’ Width, approx. 2500’ length) is to be installed at the toe of the cap.
14. Bid Schedule indicates a pay quantity of 1100 LF whereas the plans (Plan Sheet 2) indicates app. 2,518 LF of Toe Drain. Please Clarify.
Response: Information from the landfill operations indicates that a pipe toe drain system was not installed for the Phase 4 area. The Phase 4 toe drain is estimated at 1,100 lineal feet.
15. Plan Sheet 7, Detail B/7 references a 4” HDPE SDR 11 Leachate Drain whereas the Leachate Toe Drain is 6” SDR 17. Please clarify the reduction in size for the last 10’ section of pipe and are end caps required for pipe termination.
Response: The 4” HDPE SDR 11 pipe will be connected to the 6” pipe and turned at 90 degrees into the waste mass at the ends of the leachate toe drain. No end caps are required.
16. The bid items indicate 12 inches of existing cover are to be removed from Phase 3 for re use as vegetative cover and soil cover above waste is to be graded for the cap system. The bid quantity for cover removal indicates 1.8’ on average. Is the 12’’ in the bid item description incorrect or is the volume for that bid item incorrect?
Response: The 12 inches existing cover to be removed from the Phase 3 area and volume in the bid item is an estimated quantity.
17. How much soil cover is there on Phase 3 now? Is the existing cover thickness sufficient to not be in waste when grading for the cap system?
Response: It is estimated that as much as 30 inches of soil cover thickness is in the Phase 3 area, but thickness may vary.
18. There is no stockpile area indicated on the plans. Where is the removed cover soil to be stockpiled?
Response: It is up to the bidder/contractor to determine where the removed cover soil is to be stockpiled and the stockpile is within the property boundary and not on the existing Construction/Demolition Debris (CDD) landfill adjacent to the contained landfill.
19. What is the temporary cover thickness that currently exists on Phase 4?
Response: It is estimated that 6 to 12 inches of cover material exists on the Phase 4 area, but thickness may vary.
20. Does specification section 02300 Part 3 – Execution, 3.01 Subgrade Preparation apply to the cap system/liner subgrade? What subgrade testing/observations must be made prior to liner deployment and what is the process to remedy any areas that are deemed not ready for liner deployment?
Response: Specification section 02300 Part 3 – Execution, 3.01 Subgrade Preparation applies to the cap system/liner subgrade. Testing requirements are included in Sections A, B and C. The process to remedy any areas that are deemed not ready for liner deployment include removal or repair of the subgrade for approval by the liner installer and Engineer at the bidder/contractor’s expense.
21. Specification 02300 requires LGP equipment to be used for spreading vegetative cover over the liner. Is there also a thickness requirement for the soil layer between the geomembrane and the LGP equipment? Is there a greater thickness allowable for higher ground pressure equipment such as haul trucks for the vegetative cover soil? Once the vegetative cover soil has been placed to the 24’’ thickness over the geomembrane, are there any ground pressure restrictions then – for seeding tractors/equipment?
Response: The bidder/contractor will be responsible for determining the thickness requirement between the geomembrane and the LGP equipment to prevent damage to the geomembrane. Typically, 1 foot or more thickness depending on the size and weight of the equipment used. The bidder/contractor will also be responsible for determining the thickness requirement for higher ground pressure equipment such as haul trucks. Typically 5 feet or more thickness depending on the size and weight of the equipment used. The bidder/contractor will be responsible for any damage to the geomembrane liner at no cost to the Owner.
22. Is there an on-site borrow area and/or stockpiled soil available for the balance of the 24’’ cap vegetative cover that’s required? If so, where is it located and can any plans for it be provided?
Response: See Item 2.
23. Are there any borings, geotechnical investigations, soil classifications available for any potential on site borrow areas to help determine whether any screening may be required?
Response: See Item 2.
24. Specification section 02310 for Vegetative Cover Material lists soil tests that should be performed but no values/ranges for results of those tests are required. Can any additional details be provided for what is required for the vegetative cover soil? This specification also required the material to be free of organic material (2.04 Materials, A). This is an unusual requirement for a soil that is supposed to be vegetative cover. Is the vegetative cover actually required to have 0% organic material in it?
Response: Part 1 Section 1.08 Submittals which include the soil testing requirements in specification section 02310 for Vegetative Cover Material does not apply to the vegetative cover. The vegetative cover material shall not have limbs, tree roots, large amounts of vegetative material etc. and will meet the requirements of Section 2.04 Materials. The specification does not state that the vegetative cover has 0% organic material.
25. Is bid item 190 intended to be for providing the balance of the cap cover soil from off site or only for the erosion and sediment control for an off site borrow are if needed?
Response: Bid item 19 is only for erosion and sediment control for an off-site borrow area if needed.
26. Can CAD files be provided so the “earthwork grading for cap” volume and soil movement distances can be calculated?
Response: CAD files will not be provided to the bidders during the bid process.
27. Will the CAD files identify the existing anchor trench location between the lined phases and this project?
Response: See Item 26. The approximate location of the existing anchor trench between the lined phases and this project are provided on the drawings.
28. Is the liner in the anchor trench between the lined phases of the landfill and this project protected with plywood (or anything like that) for when it must be uncovered and connected to?
Response: The liner in the anchor trench between the lined phases of the landfill and this project are not protected with plywood or other materials.
29. Is there a landfill cell that is still accepting any waste? Is this where any waste encountered during this capping project is to be placed? If not, where would any waste be placed?
Response: There is currently no active landfill cell that accepts outside waste. See Item 9 for location of waste placement.
30. Is a leachate toe drain already installed in Phase 1, 2, and/or 3? Can more detail be provided for what is shown on sheet 7, Detail B? This detail is shown at the Phase 2/3 interface and the Phase 1/4 interface. Phase 4 is the only phase that gets a leachate toe drain for this project. No liner is shown in this detail to know what is intended on this item at those two locations.
Response: From previous operational information leachate toe drains were installed in Phases 1 and 2. The 4” HDPE SDR 11 pipe will be connected to the 6” pipe and turned at 90 degrees into the waste mass at the ends of the leachate toe drain.
31. Can additional detail be provided regarding Detail A on Sheet 7? The note says that the upper layer of geocomposite is only required at the toe of slope but does not state or show how far up the slope is required. By scaling the hatching on Sheet 2, it appears to be about 15’ up the slope. This is close to one roll width wide but not if the geocomposite is to be placed in the anchor trench at the bottom of the slope. Please provide how far up the slope is required and a detail showing the geocomposite with respect to the anchor trench.
Response: The geocomposite will extend approximately 15’ up the slope at the toe drain underneath the LLDPE liner tie-in to the existing HDPE liner. There will not be an anchor trench at the toe slope or the tie-in to Phases 1 and 2.
32. Detail A and Detail E on sheet 7 are conflicting. Detail 7 notes a cushion geotextile. The cushion geotextile is not shown on Detail A and there is no bid item for a cushion geotextile.
Is a cushion geotextile required? If so, can it be shown on a revised Detail A and a pay item be added?
Response: A cushion geotextile is not proposed for this project therefore no bid item.
33. Can additional detail be provided regarding Detail E on sheet 8? There are no dimensions for the required width of the vent strips. By scaling the hatching on Sheet 2, they appear to be approximately 15’ wide – again, close to one roll width, but the required width is not shown anywhere. Please provide additional details.
Response: The width of the geocomposite regarding Detail E on sheet 8 is 15 feet.
34. Please confirm the top layer of geocomposite is only at the toe of slope and/or in the gas vent strips. Is there any other material to be installed over the 40 mil liner or is vegetative cover to be placed directly on the liner?
Response: The geocomposite is only at the toe of slope and/or in the gas vent strips. The vegetative cover is to be placed directly over the 40 mil LLDPE liner.
35. If a cushion geotextile is required, please provide the thickness (fabric weight) required.
Response: A cushion geotextile is not proposed for this project.
36. Is Detail C on Sheet 7 for bid item 120 Leachate Access Riser Boots – 8 ea? Is this intended for both the Leachate Header Access Risers and the Leachate Cleanout Risers?
Response: Detail C on Sheet 7 for bid item 120 Leachate Access Riser Boots – 8 ea is intended only for the Leachate Cleanout Risers.
37. Detail D on Sheet 7 for the leachate toe drain is not to scale and doesn’t provide any dimensions for the 57 gravel around the toe drain pipe. Please provide dimensions.
Response: The slopes and dimensions may vary along the toe drain. For Detail D on Sheet 7, it is estimated that the existing liner slope will be 2 feet long, the upper LLDPE liner will be 2 feet long and rock depth against existing waste will be 1 foot deep.
38. The alternate bid item (180) for the perimeter road says 10 feet wide. The hatching showing that work on Sheet 6 shows the road over 50’ wide in places. Is this bid item to grade and gravel a road 10’ wide as the pay item description or to grade and gravel the area shown on Sheet 6?
Response: Alternate bid item 18 is to grade and gravel 5 feet on each side of the centerline of the existing road for a total of 10 feet wide.
39. Are two rows of wattles required where the hatching indicates wattles on Sheet 6 or only the one row of wattles that has the note referring to Detail D on Sheet 8? That detail is the only one that shows a double row of wattles. The other wattle details on sheet 8 are not referenced on any of the other plan sheets so I don’t know where they apply.
Response: One row of wattles are required where hatching indicates wattles on Sheet 6 with the note referring to Detail D on Sheet 8.
40. Will the owner allow billing for liner system materials upon delivery to the site to avoid material escalation costs/issues?
Response: From DECA’s Contraction “General Conditions” Article 18 – Payments, Page 36
18.2.2 If payment is requested on the basis of materials and equipment not incorporated in the Project, but delivered and suitably stored at the Project site or at another location agreed to in writing by the Owner, the application for payments shall also be accompanied by such data, satisfactory to Owner, as will establish the Owner’s title to the material and equipment and protect his interest therein, including written documentation of full insurance against loss or damage and the bonding of the storage sites. Storage sites must be bonded.
41. There is no detail showing where the leachate toe drain leads to. Does it tie into the leachate cleanout risers?
Response: The leachate toe drain will tie into a leachate cleanout riser or be turned into the landfill waste using pipe and gravel as shown in Drawing Detail 8/7 on sheet 7 of 9.
42. Please confirm the leachate header access risers, leachate cleanout risers, remote well risers, and active gas well risers are all 6’’ HDPE DR 17.
43. Response: The confirmation of the leachate header access risers, leachate cleanout risers, remote well risers, and active gas well risers are all 6’’ HDPE DR 17 will be up to the bidder/contractor.
44. Is there an engineer’s estimate for the project?
Response: There is an engineer’s estimate for the project.
45. Will borrow areas have to be re-seeded?
Response: Borrow areas will need to be re-seeded.
46. Can a highwall be left at the property line of the borrow area?
Response: A highwall cannot be left at the property line of the borrow area. Material in the borrow area that is not used for the landfill cap can be used to backfill a highwall to an acceptable grade.
47. Does the vegetative cover have to be compacted?
Response: The 2 feet of vegetative cover over the LLDPE liner does not have to be compacted.
48. Can a haul road be built from the borrow area to the landfill?
Response: A haul road can be built from the borrow area to the landfill road or Phases 3 and 5 at the bidder/contractor’s expense.
49. Where can the bidder/contractor get water for construction purposes?
Response: Water for construction purposes can be obtained from the on-site sediment pond or hauled in at the bidder/contractor’s expense.
50. Can trees from the borrow area be burned on-site?
Response: Trees from the borrow area can be burned in the borrow area away from the landfill or property lines.
51. From FAP 220-05-00, BIDDER INSTRUCTIONS FOR COMPETITIVELY SEALED BID CONSTUCTION SOLICITATION, 2. Bidding Documents: e., All questions regarding the meaning or interpretation of the bidding documents shall made by an addendum issued by the purchasing officer: Unless otherwise specified in the Solicitation, questions received less than ten (10) calendar days prior to the date for receipt of bids may not be answered.
