About this file

This is Addendum No. 1 issued by the Commonwealth of Kentucky Department for Facilities and Support Services Division of Engineering and Contract Administration for Invitation to Bid No. RFB-48-26 regarding water tower rehabilitation at Bell County Forestry Camp Department of Corrections in Pineville, Kentucky. The project encompasses comprehensive rehabilitation of an existing water storage tank, including exterior surface preparation to SSPC-SP 6 standard, application of specified paint systems, installation of a new Gridbee portable tank mixer with associated electrical work, removal and reinstallation of aviation lighting and wiring, and full containment during construction. The contractor must provide one week notice to the engineer prior to removing the aviation light to allow FAA NOTAM filing. Work may commence in fall 2025 or be delayed until spring 2026, with a 90-day completion timeline acceptable from a spring start. Mid-South Tank Consultants will serve as the third-party coatings inspector, requiring periodic coordination with the contractor. The Kasco Marine CertiSafe Active Tank Mixer is approved as a pre-approved alternative to the specified Gridbee System. Bids must be guaranteed for 30 days, with project award anticipated as soon as possible.

The Commonwealth of Kentucky is funding the project. No prevailing wages apply to this bid, and it is not designated as a wage rate project. The contractor is responsible for all electrical line removal and coordination with the engineer for FAA notification. Water supply during construction will be provided by the City of Pineville, eliminating contractor responsibility for maintaining system pressure. Water access for project operations is available from a hydrant located on the opposite side of the gravel road. Alternate coating systems, including the proposed Sherwin Williams Macropoxy 5500 for interior applications, will be considered through deductive change proposals submitted after project award. The addendum clarifies conflicting specifications, confirming that Division 09 Section 099713 Part 2.1 contains the correct paint system specifications rather than the sample specification in Appendix A.
