About this file

This is an Addendum No. 1 issued by the California Department of Transportation (Caltrans) for Invitation for Bid (IFB) #12A2282 for Encampment Site Waste Removal and Cleanup Services in Orange County. The addendum modifies the original solicitation by updating the contractor licensing requirements, specifically mandating that the prime contractor must maintain a Class A – General Engineering Contractor License and a Hazardous Substance Removal (HAZ) Certification from the California Contractor's State License Board (CSLB) for the duration of the agreement.

The contract is for on-call, as-needed, and urgent encampment site waste removal services, with an estimated start date of July 18, 2025, and a three-year term expiring on July 17, 2028. The services will include collecting, removing, transporting, and legally disposing of environmentally regulated, biological, and hazardous waste materials from state highway rights-of-way, with a focus on urgent cleanup situations that pose safety or infrastructure risks. The contract will be awarded to the lowest-ranked bidder who can meet the service requirements, with the ability to reassign work to subsequent bidders if the lowest-ranked contractor cannot perform.
