About this file
This Addendum One modifies the Request for Proposal issued by the Georgia World Congress Center Authority for a Comprehensive Egress Study (RFP GWCCA020123EC), dated February 3, 2023. The addendum clarifies the scope of work, which encompasses approximately 3.9 million square feet across multiple buildings and spaces within the facility as delineated on an annotated campus map. The study will analyze egress systems for both front-of-house and back-of-house areas, with detailed floor plans provided for reference. The scope includes review of multiple event configurations within exhibit halls, though Centennial Olympic Park is excluded from the study. The successful firm will be required to conduct site visits during active events to observe both the use of the facility during shows and its impact on back-of-house exit access corridors, as well as to assess occupant loading. The Authority reserves the right to reject any submittals and has implemented a communication restriction prohibiting interested firms from contacting Authority staff or consultants regarding the solicitation, except through formal question submission processes outlined in the RFP.
The comprehensive egress study will require the selected firm to produce detailed life safety drawings and a high-level life safety systems narrative for each building, with focus on means of egress compliance. The addendum clarifies that the narrative should provide general summaries of fire safety systems rather than exhaustive technical specifications, and that the study is not intended to update the annual Life Safety Evaluation required by code. The firm will need to address identified areas of noncompliance related to egress, and note any additional life safety code compliance issues observed. A current Life Safety Evaluation or Emergency Evacuation Plan is not available from the Authority at this time. Adjacent buildings, specifically the Signia by Hilton under construction, share egress components with Building C, and detailed information regarding those interactions will be provided to the successful team. Resumes submitted as part of the proposal response do not count toward the overall page limit but must be formatted in 11-point font. A signed acknowledgement of this addendum must be submitted prior to the proposal due date or attached to the proposal.

ADDENDUM ONE
GEORGIA WORLD CONGRESS CENTER AUTHORITY
COMPREHENSIVE EGRESS STUDY
RFP GWCCA020123EC
Addendum Issue Date: February 14, 2023
From: Georgia World Congress Center Authority
Purchasing Office
285 International Boulevard NW
Atlanta, Georgia 30313
Addendum 1 is hereby issued to incorporate the following as requirements of the Request for
Proposal, GWCCA020123EC:
1. Is a Scoping Plan available that clearly identifies the buildings, parks, and/or spaces to be reviewed in this effort? Please see attached annotated campus map, 20230213_Campus Map Scope Diagram.pdf. The area shaded green generally outlines the scope of the spaces to be reviewed. This will include both front of house and back of house areas within that perimeter. Graphic scale is provided on the drawing.
2. Are architectural plans or landscaping plans available for download for any buildings, parks, and/or event spaces identified in the Scoping Plan? Please see the attached floor plan, 23PMA_GWCCA_INTUSEONLY-_40x66 fp.pdf. There are likely small areas on intermediate levels not included in these plans, but this represents the broad scope of the areas included. Graphic scale is provided on the drawing.
3. For all buildings, parks, and/or event spaces identified in the Scoping Plan, in which multiple event configurations are contracted, please identify an estimated number of event configurations that are to be reviewed as a part of this effort per building, park, and/or event space. For example, if Centennial Olympic Park is to be reviewed, what number of event configurations are to be reviewed? Multiple event configurations would be limited to treating each exhibit hall division separately. Centennial Olympic Park is not included in the scope.
4. Do adjacent buildings not outlined in the Scoping Plan share egress components (either internal egress systems, external egress systems, or exit discharge egress paths)? Yes, there will be interaction between the Signia by Hilton, now under construction, and
Building C. The life safety study performed during design of that project outlines those interactions and will be provided to the successful team.
5. If adjacent buildings not outlined in the Scoping Plan do share egress components with the buildings outlined in the Scoping Plan, will our teams be required to research and confirm the adjacent building occupant loads associated with the shared components?
See response to question 4 above.
6. Detailed Scope of Services, Life Safety Drawings Preparation, Bullet Point 2, states that a “key life safety systems narrative” is to be produced for the building. Is this narrative intended to be a high-level report or is the intent to provide a detailed report?
For example, is a general summary of the fire alarm system acceptable or a detailed description confirming equipment/design specifics, zoning maps, fie alarm sequencing/operation, maintenance/testing procedures? We anticipate only a high-level report will be required.
7. Life safety systems narrative per RFP – is that intended to be an update to the annual
Life Safety Evaluation (LSE) required by code? No
8. The RFP makes reference to the identification of areas of noncompliance. Is this to be focused on means of egress only or all aspects of Life Safety Code compliance? The intent is to focus on egress. If additional compliance issues are observed, we would expect those to be noted.
9. Would a site visit be added/acceptable prior to response? No
10. Which portions of the campus specifically are included? See response to questions 1 and
2 above.
11. Do resumes count towards overall page count? No
12. Are resumes required to be in 11 pt font? Yes
13. What is the total square feet included in the scope of this effort? Please identify all buildings to be included in this scope. Total area of the facility is approximately 3.9 million square feet. See also responses to questions 1 and 2 above.
14. Please provide a current Life Safety Evaluation (per NFPA 101 13.1.7.3) or Emergency
Evacuation Plan if available. These are not available at this time.
15. During the recent RFP overview call, reference was made to visiting the site during an upcoming event. Is the intent to observe the use of the facility during an active show and its impact to back of house exit access corridors or towards occupant loading of the facility? Or both? Both
This addendum will be a part of RFQ GWCCA020123EC and modifies the original proposal documents dated February 3, 2023, as noted.
