About this file
This is Addendum No. 3 to a Request for Proposal issued by the Virginia Community College System (VCCS) for Zone 7 Skilled Trade Services (RFP # VCCS-Zone7-27-12060). The addendum addresses thirteen questions and clarifications submitted by potential offerors regarding the solicitation. Proposals are due August 27, 2026. The scope encompasses multiple skilled trades including general building/finish trades (carpentry, drywall, painting, flooring, doors, concrete/masonry, roofing repair), elevator services (installation, repairs, and maintenance), and emergency response services. Offerors are not required to propose services across all trades; they may propose only the specific trades their firm wishes to satisfy. Vendors awarded under this contract must have the capability to service all Zone 7 colleges. Response times may be proposed by trade, though life-safety systems carry a 2-hour emergency response expectation while non-life-safety trades may propose alternative timelines. Pre-proposal site visits will not be offered, though publicly accessible sites may be visited by offerors. The Commonwealth reserves the right to make multiple awards. A signed acknowledgement of this addendum must be attached to proposals.
Contractor licensing requirements are determined on a per-person basis according to individual task order dollar values, with Class C licenses eligible for task orders at or below $10,000. Offerors may utilize subcontractors and teaming partners, provided all subcontractor qualifications, DPOR licenses, and DSBSD certifications are identified in Attachment 4 with supporting documentation. Travel and mobilization costs must be included within hourly rates and cannot be charged separately. Material pricing must be provided "at cost" or as a percent-off against a published price list representative of items offered, with cost-plus pricing prohibited. Percentage-off tiers by material category are permitted. DSBSD Small Business certification must be submitted with the proposal by August 27, 2026. The proposal document has a maximum of 150 pages, excluding the RFP and attachments. Offerors seeking historical spend data and information regarding incumbent contractors should submit requests through the Virginia Community College System's Freedom of Information Act (FOIA) process.

ADDENDUM NO 3 TO ALL Offerors:
Reference: RFP # VCCS-Zone7-27-12060 Zone 7 Skilled Trade Services
Date: August 18, 2026
Commodity: See Solicitation.
Issuing Agency: Virginia Community College System (VCCS)
Proposal Due: August 27, 2026
The VCCS Procurement Office received several questions from potential Offerors in reference to RFP # VCCS-Zone7-27-12060 – Zone 7 Skilled Trade Services. Questions and responses below are hereby incorporated into the RFP.
1. Before submitting our pricing, I wanted to clarify how travel and mobilization are handled under this contract. Are vendors permitted to charge a mobilization or travel fee for service calls, or are hourly rates expected to include all travel costs?
Travel and Mobilization rates must be included in the hourly rate.
2. Are vendors able to provide services only to specific campuses or locations within Zone 7, or would an awarded vendor be expected to service all listed locations?
Vendors must have the capability to service ALL Zone 7 Colleges.
3. The RFP reserves the right to make multiple awards. Will the Commonwealth accept a proposal that addresses a defined subset of the listed skilled trades (e.g., general building/finish trades — carpentry, drywall, painting, flooring, doors, concrete/masonry, roofing repair), or must an offeror propose to the full scope of trades to be eligible for award?
Only offer the services your firm wishes to satisfy. Not all services need to be completed.
4. Does the 2-hour emergency-response expectation apply to all trades, or only to life-safety systems (e.g., elevator entrapment, fire alarm)? For non-life-safety trades, is the 24-hour standard-response window acceptable, and may offerors propose response times by trade?
You may propose response times by trade.
5. Is a specific DPOR contractor license class (A/B/C) required for eligibility, or is the required class determined by the dollar value of the individual task orders issued under the contract? Will offerors holding a Class C license be eligible for task orders at or below $10,000?
Contractor class will be used on a per-person basis. For example, if there is a job for $8,000, then the Contractor would only need a Class C.
6. May an offeror propose using teaming partners / subcontractors — including a local partner for specialty trades and emergency response — to satisfy the scope? How should proposed subcontractors' qualifications, DPOR licenses, and DSBSD certifications be presented for evaluation?
You may use subcontractors. If subcontractors are to be used, please identify them in Attachment 4 of the solicitation. Please include all relevant documents such as DSBSD number, Certificate of Insurance, and any relevant certifications.
7. The solicitation requires a bidder to be DSBSD-certified by the due date. If an offeror's DSBSD Small Business certification is in final review, will a certification issued on or before August 27, 2026 satisfy the requirement, and should the certification number be entered on the cover sheet if issued shortly before submission? The DSBSD certification will need to be submitted before August 27, 2026, with the proposal.
8. Can the Commonwealth provide historical annual spend and/or task-order volume — by campus and by trade — under any predecessor contract, to inform pricing and staffing assumptions?
Freedom of Information Act (FOIA) – VCCS Shared Services Center please see the attached link for the FOIA process.
Freedom of Information Act (FOIA) – VCCS Shared Services Center. Please see the attached link for the FOIA process.
9. Is there a current incumbent contractor (or contractors) providing these services to the Zone 7 campuses?
Freedom of Information Act (FOIA) – VCCS Shared Services Center. Please see the attached link for the FOIA process.
10. The 50-page limit excludes the RFP and attachments. Do resumes, certifications, licenses, sample service tickets, and reference sheets also fall outside the 50-page count, or must those be included within it?
The RFP made the new requirement a maximum of 150 pages, as stated in Addendum No. 2.
11. Materials must be provided "at cost" or "percent off," with cost-plus prohibited. Should percent-off be proposed against a named published price list (e.g., a manufacturer or distributor catalog), and may offerors propose different percent-off tiers by material category?
The pricing list for percentage off may be a published price list but should be representative of all of the items you may offer and what percentages off the College may receive them at.

12. Will the Commonwealth offer an optional pre-proposal site visit / campus walk-through at any Zone 7 campus? (The RFP notes a possible pre-award site visit; we ask whether a pre-proposal visit is available given the multi-campus scope.)
Pre-proposal site visits will not be offered in this RFP; however, a site that is open to the public may be visited by the Offeror.
13. Will you be accepting separate bids for the maintenance/repairs or are you looking for installation of your elevators as part of this bid?
We are looking for installation, repairs, and maintenance. If you can't perform installation, that is fine, but please put in your proposal that you will not be installing.
Very truly yours, Patrick Millehan Senior Contract Officer
