About this file
This is Addendum No. 3 to a Request for Proposals (RFP DBH 25-61) issued by the California Department of Behavioral Health (DBH) for Inpatient Concurrent Review services. The addendum provides clarifications and corrections to previously issued questions and answers, specifically amending Questions 14 and 26 regarding acceptable medical necessity criteria and clinical evaluation tools. Questions must be submitted no later than noon on Tuesday, January 20, 2026, and proposals are due by 4:00 PM Pacific Standard Time on Tuesday, February 10, 2026, to DBH Administration at 303 East Vanderbilt Way, San Bernardino, California 92415.
The amended answers clarify that DBH does not mandate the use of specific medical necessity criteria such as Millikan Care Guidelines (MCG) or InterQual, nor does it restrict vendors to particular evidence-based clinical criteria tools. However, all medical necessity determinations and tools employed must comply with applicable state and federal laws and Behavioral Health Information Notices (BHINs) issued by the California Department of Health Care Services (DHCS). The vendor retains discretion in selecting medical necessity tools and evidence-based clinical criteria, provided such selections meet all regulatory requirements.
