About this file
This document is an Addendum No. 03 to a Request for Proposal (RFP) issued by the Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division for the MCCA KC-46 ADAL Aircrew Training Complex project at Selfridge Air National Guard Base in Michigan. The project involves professional design services with a proposal due date of October 16, 2025, at 2:00 p.m. ET. The addendum addresses multiple Request for Information (RFI) questions related to the project, including responsibilities for Furniture, Fixtures, and Equipment (FF&E), economic analysis requirements, fire flow/pressure testing, utility information, low voltage and security system design, HVAC systems, and other technical specifics.
Key clarifications in the addendum include that the FF&E package should be an Add-Alternate in the final bid package, an economic analysis is required following Air Force Manual 65-506, and fire suppression system flow and pressure testing should be included as a reimbursable expense. The Professional Service Contractor (PSC) will need to provide full design of data and network systems, security systems, and integrate new HVAC systems with the base-wide Automated Logic Corporation (ALC) system. The construction start date is anticipated in FY 2028 (October 1, 2027 - September 30, 2028), and some Controlled Unclassified Information (CUI) related to KC-46 simulator facility requirements will be provided to the selected contractor. The project will require an Abbreviated Value Engineering Workshop (VEW) as defined in ANGETL 10-6.3.

PROPOSAL DUE DATE:
October 16, 2025 @ 2:00 p.m. ET
ADDENDUM ITEMS: (attach additional sheets and drawings if required)
Please note the following RFI answers:
Q1) FFE (loose furniture and/or workstations), who’s responsible for this and to what extent?
A1) Please see ANGETL 24-02, Section 13-4.1.1 Architectural: Floor Plans – Provide floor plans depicting functional utilization of spaces. Identify room names and basic dimensions. Incorporate collateral equipment and Furniture, Fixtures and Equipment (FF&E) into the design development and indicate on the building floor plan(s). The FFE package should be an Add-Alternate in the final bid package.
Q2) Is the economic analysis required for the KC-46 Aircrew Training Complex project as required on the Squadron Operations Project?....Clarify Statement of Work, item 5.1.3 Economic Analysis…Reference for A/E to attend training, what training? Also, reference to Section 1.2.11…not clear what these are or what the requirements being required. Please clarify…As it relates to the Addendum 2, Question 2; Answer 2, please confirm the PSC will be required to perform the Economic Analysis and clarify the duration of the required “NGB/A4 led training seminar – to be held remote” as noted in Statement of Work paragraph 5.1.3.
A2) Yes, an Economic Analysis is required and shall follow AIR FORCE MANUAL 65-506. Disregard reference to SOW Section 1.2.11. Training is limited to an informative Economic Analysis kickoff meeting with a representative from Air National Guard, NGB/A4 (assume 1 hour Teams meeting).
Q3) Are fire flow/pressure test available? If not, we would recommend providing for as a reimbursable in the proposal.
A3) SANGB is unable to provide those test results. The PSC should include fire suppression system flow and pressure testing in their proposal as a reimbursable expense.
Q4) Where do the water, gas, sanitary sewer, storm sewer utilities originate from? For survey purposes/extents should these need to be upsized we will need to know. Confirm that as-built electrical site distribution drawings are available to the successful bidder. Does base have natural gas site distribution drawings to the building with pressure information. Does base have existing underground utility information in area of proposed addition (Storm, sanitary, communications, etc.?)
A4) Site utility maps are provided as attachments. Any additional required information would need to be field verified by the PSC. Natural gas pressure information is not provided.

Q5) Low Voltage/Security/Access Control/Special System -Fully designed by PSC or boxes/raceways only ?
-Please clarify the extent of data and network system design to be included by PSC.
-Regarding design for phone and data networks. May we assume the design will include the fiber and terminations, racks, patch panels, network cabling, jacks and faceplates and the design will not include network switches?
-On other Air Force/Air Guard projects, security system design is typically provided from Advantor usually by the base directly. Will that be the case with this project?
A5) Full design. Include design of all data and network system layouts, interior and exterior. Correct, the design will include the fiber, terminations, racks, patch panels, network cabling, jacks and faceplates, but will not include network switches.
Q6) On other Air Force/Air Guard projects, security system design is typically provided from Advantor usually by the base directly. Will that be the case with this project?
A6) Design should include system design for all required IDS and security systems to meet base standards and ICD 705 requirements in applicable areas.
Q7) Confirm existing Mechanical HVAC, Piping, plumbing, fire protection & electrical as built building drawings are available? Are they in AutoCad format or PDF only? Are existing framing, slab and foundation buildings available to successful bidder?
A7) Yes. Construction drawings of the facility are available in PDF format only.
Q8) Can a list of equipment like paint booth or facility systems like fire protection foam systems the base want removed from current floor plan be provided.
A8) No. This information will be gathered by the PSC during initial field investigation and design kickoff meeting.
Q9) Does base have current electrical consumption trends available to successful winning bidder. If unavailable, are base metering services available to determine current demand or should allowance for outside vendor be established?
A9) No. Design should be based on future demand as designed.
Q10) Are any new HVAC systems to be tied to a site BMS system?
A10) Yes, the base uses an Automated Logic Corporation (ALC) system base-wide.
Q11) What is the temperature criteria in the main building space surrounding the simulators ? Summer Temp, humidity range? Winter temp, is minimum level of humidification required in dry Michigan winters? Are the interior occupied space of the any of the simulators require AC & ventilation designed by AE ? Or does Boeing provide this as part of their process equipment.
A11) Detailed facility requirements for the KC-46 simulators is a CUI document that will be provided to the PSC. No other information is available at this time.
Q12) ANG ETL 24-02 indicates there maybe CUI provided that needs to be secure. Will there be any CUI documentation that needs to be protected for this project?
A12) Yes, at a minimum the detailed facility requirements for the KC-46 simulators is a CUI document that will be provided to the PSC.
Q13) The VE/VA technical review team is typically independent of the design team. Are there any requirements for who can participate on the technical review team?
A13) No additional requirements beyond what is stated in ANGETL 24-02.
Q14) For the VEW, is it a 5-day comprehensive workshop doing all 6 phases of the VM job plan (10-6.3 VEW mentions a comprehensive VEW and also an abbreviated VEW, what is recommended?
A14) Assume the Abbreviated VEW is acceptable (as defined in ANGETL 10-6.3 Value Engineering Workshop (VEW).)
Q15) Can DTMB please clarify the requirement to have Key Personnel assigned to a State account? What is the process? This is in reference to the RFP on page 5, section II-3: Personnel, Para. 1, “Key Personnel must be specifically assigned to the State account...”
A15) The intent is for the PSC to assign a project design team that remains consistent throughout the project.
The referenced section of the RFP lists the information about the proposed design team that should be communicated in your proposal. There is not a “process” required for formal assignment of key personnel, but they should be clearly identified in your proposal.
Q16) What is the anticipated construction start date for the project?
A16) Construction start date is dependent upon the fiscal year funding is made available. This is currently anticipated in FY 2028 (Oct 1, 2027 – Sep 30, 2028).
Q17) Please clarify the current state of the fire suppression systems, including the main hangar bay system components and the fire pump room equipment/piping/tanks, noting any past fire foam removal or cleaning and disposal activities and/or efforts.
A17) The H35 system is Tagged out of service, but it has NOT been drained. There is high-expansion foam (HEF) in the system, but the system is inactive.
The proposal due date remains unchanged.
