3.0 GOVERNMENT-FURNISHED INFORMATION AND MATERIALS:

3.1 If further information is required to complete the study, the Government will provide information if available.

4.0 DRAWING AND SPECIFICATION STANDARDS

4.1 CONTRACT DRAWINGS: Drawings shall be prepared using AutoCAD and in accordance with the National CAD Standard. Landscape drawings shall be prepared using the AutoCAD CAD system. Digital drawing files shall be provided via DoD SAFE in AutoCAD DWG format and Acrobat PDF format indicating the sheet number in the filename. All contract drawings shall be well prepared, complete, and accomplished in accordance with the best professional practice to show clearly and concisely the type and extent of work to be performed. The drawings shall be dimensioned completely and accurately. Drawings shall include overall plan views showing the overall architectural floor plan, life safety plan, mechanical ductwork, mechanical piping, electrical power, electrical lighting, plumbing distribution, plumbing waste and vent separately, and fire protection on separate sheets at a minimum scale of 1/8” = 1’-0”. Additionally, larger scale drawings of mechanical, electrical, and plumbing plans shall be shown on separate sheets at a minimum scale of 3/16” = 1’-0” (a scale of 1/4" = 1’-0” is preferred). Dimensions shall be shown in Standard English units with metric conversions indicated separately.

Standard building material indications and symbols for architectural items and for mechanical and electrical equipment shall be used to the greatest extent possible. Drawings shall be delivered in the quantity, form, and size as required in ANG ETL 24-02.

4.2 SPECIFICATIONS: Specifications shall be provided bound on 8-1/2" x 11" paper and/or digitally in the most up-to-date Microsoft Word for Windows version format at the various stages as specified in ANG ETL 24-02. Specifications, including all technical and special conditions, shall be prepared in accordance with ANG ETL 24-02 utilizing SpecsIntact. References will be made to Federal Specifications, ASTMs, and trade standards when applicable to establish a uniform standard. All references to Military and Federal Specifications or Standards at the beginning of each section must be dated with the latest revisions annotated. All standards and specifications used in the text will be listed in the opening reference paragraph. In general, the A-E should avoid the use of "proprietary type" specs. When necessary to use a manufacturer's name to describe a type of product, at least three manufacturers shall be named, if possible, and shall include the words "or approved equal." Brand name or "or equal" descriptions may be used only as a last resort for supplies/equipment when there are no specifications available covering the items and when it otherwise is not feasible to describe the requirement. All materials, components, and equipment shall be specified for approval by the Contracting Officer. All items designated for submittal and test shall be sufficiently described to provide the government with a basis for review and approval or disapproval. The term "Contracting Officer" shall be used in the specs rather than references to "owner" and "Architect-Engineer." The following are required to be “Sole Source” approved products for the design: Fire alarm and Mass Notification Systems; Direct Digital Control System DDC; Building door locksets.

4.3 DESIGN ANALYSIS: Design analysis and documentation shall include items as specified in

ANG ETL 24-02 and shall support all design decisions made throughout the design. The design analysis shall include calculations, material cut sheets and explanations of any options considered. The design analysis shall also contain, as a separate section, the cost estimate. The design analysis will also contain previous review comments, annotated with action taken and a listing of any outstanding issues requiring resolution, each as a separate section.
