About this file

This document is an Addendum No. 02 to a Request for Proposal (RFP) issued by the Department of Technology, Management and Budget (DTMB) State Facilities Administration Design and Construction Division for the MCCA KC-46 ADAL Aircrew Training Complex project at Selfridge Air National Guard Base in Michigan. The proposal is due on October 16, 2025, at 2:00 p.m. ET, with the project file number 511/25453.JLM. The addendum addresses various Request for Information (RFI) questions related to the project, including landscape architectural drawing requirements, economic analysis guidelines, hard-copy deliverable specifications, interior design expectations, landscape irrigation, and building historical status.

The addendum provides clarifications on multiple technical aspects of the project, such as the need to complete an ANG Sustainability Requirements Score Sheet without submitting for third-party certification, and requirements for value engineering study using SAVE International Value Standards. The Professional Service Contractor (PSC) will be responsible for recommending furniture, fixtures, and equipment (FFE) and interior finishes for owner review and selection. The project involves designing an aircrew training complex, with specific guidelines for landscaping compatible with an airfield setting and adherence to Air Force and Air National Guard technical letters and manuals.

PROPOSAL DUE DATE:

October 16, 2025 @ 2:00 p.m. ET

ADDENDUM ITEMS: (attach additional sheets and drawings if required)

Please note the following RFI answers:

Q1) Architect/Engineer Statement of Work: Section 4.1. Please clarify what is required for landscape drawings.

A1) Please review ANGETL 24-02, Section 8-6 for Landscape Architectural Drawings requirements.

Landscaping must be compatible with an airfield setting.

Q2) Architect/Engineer Statement of Work: Section 5.1.3. Please clarify requirements, as section 1.2.11 referenced in this section does not exist in the SOW.

A2) Economic Analysis shall follow AIR FORCE MANUAL 65-506 (attached).

Q3) Architect/Engineer Statement of Work: Section 5.2.6. How many hard-copy deliverables are required?

A3) Provide and deliver 2 full-size, and 1 half-size hard-copies of drawing sets with each design review submittal. Provide 3 copies of all other design documents, reports, etc. with each design review submittal.

Provide 4 full-size sets of all final bid documents, plus 2 additional half-size drawing sets to Selfridge ANG Base. Provide 2 sets of all final bid documents to DTMB (half-size drawings only).

Q4) For interior design, will we be provided with standards we are to follow for selection of furniture and fixtures or are we to choose the items for ANG review?

A4) The PSC will recommend FFE and interior finishes for owner review/selection.

Q5) For Landscape irrigation, will the design be modifying an existing system or selecting a new system? If selecting a new system, is there a base preferred manufacturer we will be provided or do we need to select a system?

Q5) Landscape irrigation is not anticipated, but final decision will be made during design as the landscaping plan is developed. There is no preferred manufacturer.

Q6) Is building 35 of historic standing that we need to address?

A6) No. As B35 was constructed in the last 50 years, SHPO review is not anticipated. This will be verified in the ongoing EIS study for the KC-46 mission conversion (separate contract).

Q7) Verify if third party certification is required for this project. Per ANG ETL 24-02 it is identified as “where applicable”. There is no indication of this being required in the Statement of Work.

A7) The PSC will need to complete the ANG Sustainability Requirements Score Sheet (per ANGETL 24-02, 13-6.1), but not actually submit for Third Party Certification (13-6.2).

Q8) Both proposals reference that we are required to provide services listed in document ANG ETL 24-02.

One of the items listed is to perform value engineering study using the 6-step job plan consistent with the SAVE International Value Standards. Document ANG ETL 24-02 indicates about a 1-hour initial meeting and a 4-hr design meeting. Utilizing the SAVE program requires more meetings that what is indicated. Shall we plan on just the meetings indicate or utilizing the SAVE standards with the 6-step job plan on the proposal?

A8) The PSC will be required to meet the requirements of ANGETL 24-02, Section 10-6.

The proposal due date remains unchanged.
