About this file
This is a DD Form 1391 Military Construction Project Data document from the Air National Guard (ANG) for Selfridge Air National Guard Base in Michigan, detailing a FY 2028 military construction project for a KC-46 ADAL Aircrew Training Complex. The project involves adding to and altering Building 35 to accommodate a new KC-46 simulator facility to support twelve Primary Assigned Aircraft (PAA) KC-46 Pegasus aircraft, with a total project cost of $34,000,000. The project is scheduled for execution on 20250808 and includes renovations to create space for simulators, trainers, administration, classrooms, maintenance areas, supply storage, and support infrastructure.
The project addresses a critical training capability gap for the 127th Wing, which currently lacks adequate simulator facilities for KC-46 aircrew training, mission rehearsal, and emergency procedures qualification. Without this facility, aircrews would need to travel to out-of-state locations for simulator access, resulting in significant travel costs and reduced training efficiency. The renovation will repurpose a current KC-135 Fuel Maintenance facility and also relocate the base's forward flightline supply function. The project meets Air National Guard facility space standards, incorporates sustainable design principles, and will be constructed using conventional methods while complying with DoD unified facilities criteria and antiterrorism/force protection requirements.

10. Description of Proposed Construction: Add to and alter building 35 utilizing conventional design and construction methods to accommodate the mission of the facility. Facility will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. The facility should be compatible with applicable DoD, Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria. Special Requirements: Special foundations due to challenging soil conditions and high water table, and allied support for installation of Weapons System Trainer (WST), Boom Operator Weapon System Trainer (BOWST), and Fuselage Trainer (FUT) equipment.
11. REQUIREMENT: 48,309 SF ADEQUATE: 0 SF SUBSTANDARD: 29,809 SF
PROJECT: KC-46 ADAL Aircrew Training Complex (New Mission)
REQUIREMENT: The 127th Wing requires a properly sited, adequately sized, and mission-configured KC-46 Simulator Facility to support the beddown of twelve (12) Primary Assigned Aircraft (PAA) KC-46 Pegasus aircraft.
Selfridge ANGB lacks sufficient space and appropriate infrastructure to support the KC-46 simulator, Boom Operator Trainer (BOT), Weapon Systems Training (WST), Fuselage Trainer (FuT) and Cargo yard. Additionally, include space for administration and records, classrooms, trainer maintenance, supply storage, counseling space, a technical library, simulator computer server space, and secure storage space.
CURRENT SITUATION: The 127th Wing is programmed to support the KC-46A mission but currently lacks an adequate simulator facility to conduct aircrew training, mission rehearsal, and emergency procedures qualification.
Building 35 is currently a KC-135 Fuel Maintenance facility that will not be adequate for the KC-46 mission. The facility will be repurposed to support KC-46 simulator functions. In addition, the base forward flightline supply function is housed in Hangar 7, which is planned to be demolished, and the forward supply function will be relocated to building 35.

IMPACT IF NOT PROVIDED: If building 35 is not repurposed, aircrews will have to travel to out-of-state locations to access KC-46 simulator assets, resulting in significant travel costs, lost training time, and scheduling inefficiencies. Dependency on external simulator sites limits training flexibility, reduces sortie availability, and hinders the Wing’s ability to maintain currency and proficiency for aircrew members. The absence of an organic simulation capability places the 127th Wing at a disadvantage compared to other KC-46 units, and directly impacts mission readiness and crew availability.
ADDITIONAL: This project meets the criteria/scope specified in Air National Guard Handbook 32-1084, “Facility Space Standards" and is in compliance with the installation development plan. Sustainable principles, to include Life Cycle cost effective practices, will be integrated into the design, development and construction of the project in accordance with UFC 1-200-02 High Performance and Sustainable Building Requirements, 10 USC 2802(c) and other applicable laws and Executive Orders. An economic analysis is being prepared comparing the alternatives of new construction, revitalization, leasing and status quo operation. This project does not fall within or partly within the 100-year floodplain.
The footprint growth offset requirement for this project is 5,500 SF (511 sm). It is being provided via demolition of building 18, 13,458 SF (1,250 SM), which was demolished under project VGLZ179051 .
JOINT USE CERTIFICATION: This facility can be used by other components on an “as available” basis;
however, the scope of the project is based on Air National Guard requirements.
