About this file
This is Addendum No. 2 to the bid documents for the City of DeBary Memorial Park Subsidence Remediation project (Bid No. 08-20) in Florida. The addendum addresses questions and clarifications raised by contractors at the pre-bid meeting held on May 19, 2020, and via email submissions. The project involves excavation services at Memorial Park, with the excavation area marked on-site with orange paint and wooden stakes with orange ribbon. Key project requirements include complete removal of one conflicting oak tree (including roots, stump, and fill dirt), preservation of a second oak tree through shoring, provision of imported fill dirt samples to the engineer for approval three days prior to backfilling, installation of Argentine Bahia or Pensacola Bahia sod, and implementation of shoring and bracing for approximately 18 feet of adjacent fence area. The bid due date is May 27, 2020, at 1:00 PM, with staff recommending contract award to City Council at the June 17th meeting. Bidders were encouraged to visit the site prior to submission, and the engineer of record (ECS) will attend the pre-construction meeting to establish specific protocols.
The addendum clarifies that contractors must develop an action plan for the shoring and bracing work subject to City approval, protect existing electrical conduits and associated infrastructure from damage, and obtain a proctor sample for density testing calibration. The excavation site is irregular in shape with estimated dimensions of 28 feet by 32 feet, though contractors are advised to conduct their own site evaluations and base bids on their own calculations. The City will assume responsibility for hedge replacement upon project completion. All pricing and cost responsibilities are assigned to specific pay items within the bid documents, including Pay Item No. 20-04 for excavation and tree removal, Pay Item No. 20-05 for layered compaction requirements, and Pay Item No. 20-06 for sod installation.

City of DeBary
Memorial Park Subsidence Remediation
Bid No. 08-20
ADDENDUM No. 2
BID DUE DATE – MAY 27 at 1:00 PM
The following items and attached documents are hereby included to amend and supplement the Contract
Bid Documents of the City of DeBary, Memorial Park Subsidence Remediation, Bid No. 08-20.
Bidders are to acknowledge all addenda’s issued on page 22 of the contract documents. Failure to do so may render the prospective bid incomplete or unresponsive and may be rejected.
Staff will make contract award recommendation to City Council at the June 17th meeting.
Below are questions that were raised by contractors at the Pre-bid meeting on Tuesday 5-19-20. Also emails that have been submitted with respect to the project along with the City’s corresponding answer.
Question 1: Can you identify the exact parameters of the area to be excavated?
Answer 1: The area has been marked on the ground with orange paint. There are also wooden stakes with orange ribbon that go around the outside edge. All contractors prior to bid submittal, are encouraged to visit the site for reference and see the area delineated for excavation (see pictures).
Question 2: Do we need to bring in an arborist or perform root pruning for the oak tree that will be impacted by the excavation?
Answer 2: No. An arborist or root pruning is not required. The City instead requires all bidding contractors to include complete removal of the conflict oak tree. The cost of this service shall be covered under Pay Item No. 20-04 Excavation of Materials. This includes all roots, the stump and any additional dirt required to fill the void. Pay item No. 20-05 must be followed with regards to layered compaction.
Caution is to be exercised when encroaching the root canopy of the second oak tree. The City will preserve this tree since its location is not mission critical to the project and should only be impacted by shoring.

Question 3: Will we have to provide a sample of the imported fill dirt to a City representative prior to backfilling.
Answer 3: Yes, the awarded contractor will need to provide ECS a sample of the imported fill 3 days prior to commencing this activity and receive written approval that the dirt meets the structural fill requirements identified in Pay Item No. 20-05. ECS will attend the pre-construction meeting and all specific protocols will be established at that time.
Question 4: Will the City accept the use of Argentine Bahia sod in lieu of Pensacola Bahia identified under Pay Item No. 20-06.
Answer 4: Yes, Argentine Bahia is an approved alternative to Pensacola Bahia.
Question 5: How much of the fence area adjacent the jet will require shoring and bracing?
Answer 5: (18) eighteen feet. The contractors “Responsible Person” as defined under Pay Item No. 20-03 will be required to come up with an action plan and receive approval in writing from the City prior to initiating any excavating.
Question 6: How deep is the footer the plane is setting on?
Answer 6: Unknown
Question 7: There are 2 conduits running through the excavation, will power be secured and conduits removed to allow for shoring/bracing of fence?
Answer 7: No. The awarded Contractor will be responsible for making any necessary provisions to protect City infrastructure and prevent incidental damages. The 2 electrical conduits will be identified and marked by private locates. One of the conduits supplies power to the light pole just NW of the site and the other supplies power to the lights in the landscape beds just to the south of the jet.
Question 8: Will a proctor sample need to be collected and turned into ECS to calibrate instruments for density testing?
Answer 8: Yes
Question 9: What are the dimensions of the excavation site (length x width)?
3 | P a g e
Answer 9: Unable to provide accurate response since the site is irregular in shape. (see attached pictures).
ECS, the engineer of record has provided an estimated area of 28’ x 32’. All contractors are encouraged to evaluate the site and base their numbers on their own calculations.
Question 10: Will contractor be responsible for replacing the hedges?
Answer 10: No, City staff will take care of replacing hedges upon project completion.
