This document is Addendum No. 1 to a Competitive Sealed Bidding (IFB) No. IFB-SA-24-03 for Shipping Container Retail Units for the Aloha Stadium Swap Meet & Marketplace, issued by the State of Hawaii Department of Business, Economic Development, and Tourism Stadium Authority. The addendum provides answers to five questions submitted by potential offerors regarding bidder qualifications, delivery requirements, and container specifications. It also makes changes to the minimum specifications for the 7 and 11 units specified in the IFB, increasing the cargo door dimensions from 7'8" x 7'5" to 7'8" x 8'5". The contract calls for the delivery of all 18 shipping container retail units on or before December 31, 2024, with a tentative contract start date of June 17, 2024.

The contract is for the provision of new one-trip, steel, 40-foot-high cube shipping container retail units to be used at the Aloha Stadium Swap Meet & Marketplace location in Aiea, Hawaii. The IFB does not provide any information on pricing terms, set asides, incumbents, funding requirements or sources, or other financial details. The addendum focuses solely on clarifying the technical specifications and answering bidder questions.

NO. IFB-SA-24-03

SHIPPING CONTAINER RETAIL UNITS

FOR

THE ALOHA STADIUM SWAP MEET & MARKETPLACE

Section I. The following additional information is provided as answers to questions submitted by potential offerors on HIePRO by May 22, 2024, at 4:00 pm.

Question #1: We have over 20 years of experience in the industry, but my company became a corporation in 2022. Can we still be qualified if we have been in business under this name for under 5 years?

Answer to Question #1: Thank you for your inquiry regarding the bidder qualifications criteria.

The requirement for a bidder to conduct business and be based in Hawaii for the past 5 (five) years+ providing a similar scope of services and/or goods is to ensure that bidders have a stable and proven track record.

Given your situation, we recognize that while your company was formally incorporated in 2022, you possess over 20 years of industry experience. You would be qualified as long as you could provide documentation of your previous business names and client references.
