About this file
This is Addendum No. 1 to RFP #25-2799-1JMH issued by Henrico County, Virginia's Department of Finance Purchasing Division for Commercial Charter Bus Services. The addendum extends the proposal submission deadline to February 21, 2025 at 2:30pm local time. Key modifications include adding a requirement that successful offerors must be able to operate as both "Intrastate" and "Interstate" carriers and must comply with US Department of Transportation and Federal Motor Carrier Safety Administration regulations. The addendum also revises the proposal response format to require submission of USDOT numbers, current safety ratings, and active registration documentation.
The addendum includes a Q&A section addressing concerns about carrier oversight and safety requirements. In response to questions, the county clarified that vendors must have interstate travel authority and be subject to federal oversight, rather than allowing intrastate-only vendors who would bypass federal protections like insurance requirements, inspections, audits, hours of service requirements, medical cards and drug testing. This indicates a focus on maintaining high safety and regulatory compliance standards for the charter bus services contract.

Questions and Answers
Q1. In the past all contracts required that the charter bus vendor be subject to (and in compliance with) The United States Department of Transportation and the Federal Motor Carrier Safety
Administration which conduct public safety audits and issue ratings for motor carriers.
Charter companies can now operate without oversight from either of these agencies by simply limiting their operations only to intrastate travel (No trips outside of Virginia, including DC).
This effectively bypasses the protections (including but not limited to insurance requirements, inspections, audits, hours of service requirements, medical cards and drug testing) setup for the public and regulated by the Federal Government. Does this RFP require carriers to have the authority for Interstate travel and thus be subject to The United States Department of
Transportation and the Federal Motor Carrier Safety Administration or will intrastate vendors be allowed to bid and Henrico will assume the compliance, regulation and oversight for those "intrastate only" vendors?
A1. See Addendum No. 1.
Q2. Is this RFP like many other state RFP's in the past requesting the vendor's USDOT safety rating for the company issued by those agencies as well?
A2. See Addendum No. 1. All applicable USDOT safety ratings and/or supporting documentation should be included in Proposal response.
