About this file

This is an Addendum #1 for a Request for Proposal (RFP 25-182-PSC) issued by the Eugene Water & Electric Board (EWEB) for a NERC CIP Compliance Evaluation and Roadmap project. The addendum provides clarification on several key aspects of the project, including details about the scope of work for Phases I and II. EWEB is seeking a comprehensive evaluation of their Bulk Electric System (BES) Asset Inventory, which includes 39 electric assets, with the potential for both minor and significant system reconfigurations to improve grid reliability.

The addendum confirms that EWEB will allow offshore resources to be leveraged for the project and outlines the internal stakeholder groups that will be involved in Phase II, including Cyber Security, Information Services (IT), Electric-Systems Engineering, and the Communications Shop (which manages Electric SCADA systems). The project may involve exploring operational changes such as system simplification, potential third-party system operations, limiting mid-span disruptions, and evaluating contiguous elements. The closing date and time for the RFP remain unchanged, and this addendum is classified as a non-material change that does not require signing or returning.

Yes

Phase II from EWEB?

Our internal stakeholder groups will include Cyber Security, Information

Communications Shop (manages Electric SCADA systems).

2.4 9 For Phase I, can you clarify what level of configuration or operational changes

EWEB envisions for the review? Are you seeking recommendations only for minor adjustments, or should the analysis also encompass more significant reconfigurations that might simplify systems and impact grid reliability?

We are considering both minor or more significant reconfiguration that could simplify systems. Revisions could entail operation of systems by third parties, limiting mid-span disruptions, and evaluation of contiguous elements.
