About this file
This Addendum No. 1 is a clarification document issued by the Alaska Railroad Corporation (ARRC) on July 14, 2026, in response to contractor questions regarding ITB 26-24-214676 for paving work on Pease Avenue and Artillery Road in Anchorage, Alaska. The project involves paving improvements at two railroad grade crossings located miles apart, with each crossing requiring up to 4 inches of compacted hot mix asphalt in 2-inch lifts applied over 4 inches of D1 aggregate base. The scope includes removal of existing pavement markings and installation of new traffic control markings in compliance with the Manual on Uniform Traffic Control Devices (MUTCD), with Pease Avenue requiring replacement of existing stop bars and railroad crossing (RXR) markings and Artillery Road requiring new stop bar installation on currently unpaved surface. ARRC will operate on a single shift and will not run the two projects simultaneously, with each crossing expected to be closed for a maximum of four days. Sealed bids were due July 21, 2026, at 3:00 p.m. AKST, with submission to Sarah Wallace at the ARRC office located at 327 West Ship Creek Avenue, Anchorage, Alaska 99501.
The addendum addresses critical project logistics including the requirement for two separate mobilizations and demobilizations (Bid Item 640.0001 quantity of 2), traffic control plan approval by Joint Base Elmendorf-Richardson (JBER), and traffic maintenance requirements covered under Section 643 of ARRC's 2025 Standard Specifications for Construction. Contractors are responsible for acquiring any permits not already obtained by ARRC through Alaska's 811 utility location call center. Site access includes availability of the Artillery gate during Artillery crossing work, though Post gate access for Pease Avenue crossing work was pending JBER approval at the time of addendum issuance. All referenced cost schedule items correspond to specific sections within the ARRC 2025 Orange Book, and prevailing wage requirements apply under Minimum Rates of Pay for Laborers and Mechanics effective April 1, 2026. Traffic paint applications are surface-applied, and no MMA (methyl methacrylate) paint specification was required.

Up to a maximum of 4”
2. 4" of Asphalt in 2" lifts on each crossing?
Correct
3. Will there be 2 mobes demobes if there are 2 crossings? Or will the AKRR have both ready to pave at the same time? These crossings are miles apart from each other.
