About this file

This document is Addendum No.1 to Invitation to Bid (ITB) 22-218-PW for the Leaburg Homes Roof Repair project issued by the Eugene Water & Electric Board (EWEB) in Oregon. The addendum addresses questions and answers related to the project, including acceptable roofing options, project timeline and weather considerations, the scope of work, and other clarifications. EWEB is seeking bids for roof repair services on four residential homes with shingle roofs, with a small section of flat roof. The project is expected to be completed between mid-January and March, and EWEB is willing to work with the selected contractor on extending the timeline due to weather conditions. The addendum also provides details on the budget for bonding, which is estimated to be between $150,000 and $200,000.

The project is subject to State Historic Preservation Office (SHIPO) requirements, as outlined in Exhibit 1 of the ITB. No additional references are required for historical roofing projects. The replacement of roof-to-wall flashing is to be included in the cost, and ventilation is assumed to be sufficient. The contractor will have access to the home interiors during construction, but chimney counter-flashing will be performed under a separate contract.

ADDENDUM #1

Leaburg Homes Roof Repair

ITB 22-218-PW

This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.

Description of Changes:

1. Questions and Answers:

Q. Shingle manufactures offer a peel and stick roof system for flat and low slope roofs, this would give you a single source roof warranty and could match the color of the shingle roofing. Would this type of roof system on the low sloped areas be acceptable?

A. Yes, this is an acceptable option. Submittals would need to be provided and approved before installation, so if this is the option being included in the proposal, it should be clearly noted.

Q. The ITB gives 60 days to substantially complete the project starting mid-January through March, this is the rainiest time of the year. Will EWEB work with the contractor to extend the contract as required for rainy or non-workable days? What is EWEB's definition of a non-workable day?

A. Our definition is a non-workable day is when the contractor informs us that working conditions will impact worksite safety, cause possible harm/damage to the worksite or asset, affects the quality of product or workmanship, etc., etc. Essentially, we do not make the determination, but work with the contractor to make a joint, informed decision on project scheduling.

Q. Is the roofing scope of work primarily shingles? How big is the flat roofing portion of the repair/replacement?

A. Yes, it is primarily shingles, with a small section of flat roof, as shown in the photo attached. The carports (“X” out) are not included in this scope of work.

Q. What is the estimated budget for bonding ?

A. Between $150,000 and $200,000

Q. Google shows 4 houses with shingle roofs and 1 building with metal. What buildings are included in this contract?

A. Only the four residential homes with shingle roofs.

Q. Is all insufficiently framed construction, dry rot, sheathing, fascia, flashing repairs in addition to the contract?

A. Only damages or deficiencies that were hidden or otherwise discovered during tear-off/demo.

Q. These are Historical Buildings and are to be completed per SHIPO requirements. Are you requiring additional supplemental conditions such as references for 3 completed HISTORICAL ROOFING PROJECTS?

Rev 4-21-20

A. SHIPO requirements are called out in Exhibit 1 of the ITB. No additional references are required.

Q. Is Section 00800 missing from the bid package?

A. No, Section 00800 does not apply.

Q. Should the contractor assume ventilation is sufficient?

A. Yes, assume ventilation is sufficient.

Q. Should the replacement of roof to wall flashing be included in the cost?

A. Yes.

Q. Do you have photos of the plywood sheathing inside the attic?

A. The roof is 1”x6” lumber. Pictures attached to this addendum.

Q. Will contractor have access to the home interior during construction?

A. Yes, if any work needs to be performed from the inside of the home, it will need to be coordinated with the

Project Manager.

Q. Will Chimney counter flashing be performed under a separate contract?

A. Yes, Chimneys will be repaired prior to the work being performed under this contract. Once the new roofs are in place, EWEB will coordinate the chimney counter flashing to be performed by the chimney repair contractor.

2. Add the attached photos as Exhibit B.
