About this file
This is Addendum No. 1 to Invitation for Bid (IFB) No. 52-26-SKL issued by the City of Portsmouth, Virginia Purchasing Office for the Warfield Canal Dredging project. The addendum clarifies project requirements and answers ten bidder inquiries regarding scope of work, equipment specifications, and site conditions. Key clarifications include: the City has contracted a separate entity for aquatic herbicide application to eliminate alligator weed, relieving the successful bidder of this responsibility; access to the lake is provided via Cavalier Boulevard right-of-way for dredging operations and through a 25-foot wide drainage easement for culvert pipe removal and endwall placement; contractors must use a VDOT EW-1 headwall for outfall stabilization rather than rip rap due to easement and grading constraints; six small trees require removal with additional trimming costs dependent on equipment selection; trash and debris removal includes materials within the existing trash boom and in proposed dredge areas; the successful bidder must contract directly with Rouse-Sirine Associates, LTD for pre- and post-dredge surveys at the bidder's cost; and work near overhead power lines on Cavalier Boulevard must comply with OSHA and Dominion Energy easement requirements. The bid due date is Wednesday, August 12, 2026, at 2:00 PM EDT, with public opening scheduled for the following day at 2:30 PM via Microsoft Teams meeting link. Bidders must submit signed acknowledgment of this addendum prior to the bid deadline or attach it to their bid submission, along with the original signed Invitation for Bids document.

ADDENDUM NO. 1
TO ALL BIDDERS:
INVITATION FOR BID (IFB): NO. 52-26-SKL-REPOST
COMMODITY: Warfield Canal Dredging
BIDS DUE: Wednesday , August 12, 2026, at 2:00 PM EDT
This Addendum is to answer, make any changes and clarify questions submitted for this project.
Questions:
1. What is the City’s process for removing alligator grass? Is the contractor responsible for removal of alligator grass at all?
Answer: The City has contracted with a separate contractor for aquatic herbicide application to areas of alligator weed within the project area. These applications are ongoing and are anticipated to be complete prior to this work being undertaken.
Bidder has no responsibility for alligator weed treatment or removal under this contract.
2. Will the contractor that is responsible for the removal of the alligator grass be able to submit a document showing that there is no active alligator grass spores in the dredged material?
Answer: The City’s separate contractor is responsible for eradication of all alligator weed spores. At this time, we do not have a requirement for documentation to be provided.
3. How many areas are contractors accessing the lake from?
ANSWER: Access to the lake is from Cavalier Boulevard right-of-way for dredging and through an existing 25-foot wide drainage easement between 1301 Warfield Drive and 1215 Warfield Drive for culvert pipe removal and end wall placement.

4. Instead of using VDOT EW-1 headwall, can the contractor use rip rap for outfall stabilization?
ANSWER: No. Due to easement width and tieback grading constraints, an endwall is required.
5. How many trees should contractor include for trimming in our price?
ANSWER: The amount of tree trimming will be dictated by the type of equipment used by the successful bidder. The City cannot determine the amount of tree trimming required and the bidders should familiarize themselves with the work area and include anticipated costs for vegetation removal in their bid.
6. How many trees should contractor include for removal in our price?
ANSWER: 6 small trees will need to be removed. This is also noted below under the project manual modifications.
7. Is the trash removal limited to just the existing materials inside of the trash boom?
ANSWER: Successful bidder is responsible for removing trash and debris contained by the existing trash boom and trash and debris in the areas proposed to be dredged in accordance with the Dredging Supplemental Specification Sections 1.1.3 and 3.1.4.
8. Is the contractor responsible for the cost of the before dredge and after dredge surveys?
ANSWER: Yes. The successful bidder is required to contract directly with Rouse- Sirine Associates, LTD to facilitate an accurate comparison of pre- and post-dredge conditions to the existing conditions survey completed for the project and dated May 18, 2023. Refer to Section 1.2.6 of the Supplemental Specification for Dredging for additional information.
9. Will the contract be adjusted if before dredge survey reveals a discrepancy in the amount dredged on the plans from Kimley-Horn?
ANSWER: Successful bidder shall notify the Owner of discrepancies between the depths on the bid set and the bidder conducted pre-dredge survey in accordance with Dredging Supplemental Specification Section 1.2.6. Owner will review
Office (757) 393-8831 • Web Address: www.portsmouthva.gov discrepancies between bid drawings and pre-bid survey if presented and provide direction to the successful bidder regarding changes to the scope of work, adjustments in dredge volume, or both based on differences in between the pre-dredge survey and the bid documents.
10. What are the restrictions for working around power lines on Cavalier Blvd?
ANSWER: Bidder shall protect existing overhead power lines during execution of work. Bidder shall conduct work in proximity of overhead electrical lines in accordance with OSHA requirements as well as Dominion Energy easement requirements. Bidder is responsible for coordination with utility providers should they wish to provide temporary overhead utility line support for communications lines. Site survey depicts the height above ground surface of the lowest overhead line on the date of survey and should be verified by the contractor prior to commencement of construction.
