About this file
This is Addendum No. 1 to an Invitation for Bids (IFB) issued by the City of Portsmouth, Virginia's Purchasing Office for IFB No. 03-27-SKL, Portsmouth Boulevard and Emerson Street Phase 1 Drainage Improvements. The addendum, dated September 8, 2026, addresses clarifications and answers to bidder questions regarding the project scope, testing and inspection responsibilities, utility coordination, and traffic control requirements. Bids are due on Tuesday, September 15, 2026, at 2:00 PM EST. The project involves full-depth pavement replacement on Portsmouth Boulevard, including placement and curing of 12-inch concrete pavement, along with drainage improvements at the intersection of Portsmouth Boulevard and Emerson Street.
Key clarifications provided in the addendum establish that contractors must include costs for all testing, inspections, material certifications, and quality control verification specifically identified in the Contract Documents and technical specifications, with the Owner responsible for quality assurance and acceptance testing not otherwise specified. The City will provide Dominion Energy contact information and coordinate utility pole support or bracing measures, with the City bearing all costs associated with utility company-performed pole support. Contractors are permitted to maintain continuous lane closures, including overnight periods, as necessary to safely complete full-depth pavement replacement and allow for concrete curing, provided they submit a Maintenance of Traffic plan for City approval and maintain at least one travel lane in each direction. All traffic control must comply with the Virginia Work Area Protection Manual, the Virginia Supplement to the MUTCD, and City requirements. Acknowledgment of the addendum must be received prior to the bid due date or attached to the bid submission.

ADDENDUM NO. 1
TO ALL BIDDERS:
INVITATION FOR BIDS (IFB): No. 03-27-SKL
COMMODITY: Portsmouth Boulevard & Emerson Street Phase 1 Drainage Improvements
BIDS DUE: Tuesday, September 15, 2026, at 2:00 PM EST
This Addendum answers questions submitted for this project, provides clarifications, and identifies any changes to the Contract Documents.
Questions:
1. In Section 106 Control of Materials, 1.2 it states the following: “The Contractor shall provide at its expense the testing and inspection services required by the Contract Documents. The Owner will provide at his expense all inspection services and testing services not required by the contract document.” Please clarify what is required by the contract documents so the Contractor can cover the cost of any testing and inspection services the Contractor is required to provide.
Answer: The testing and inspection services to be provided by the Contractor are limited to those specifically identified in the Contract Documents, including individual technical specification sections that require material certifications, manufacturer's testing, shop testing, factory testing, field testing, or other quality control verification by the Contractor. The Contractor shall include the cost of all such specified testing, certifications, and inspections in its bid. The Contract Documents incorporate the Hampton Roads Planning District Commission (HRPDC) Regional Construction Standards Sixth Edition, including Section 106, Tests and Inspections. Unless specifically noted otherwise in the Contract Documents, testing and inspection services performed for the Owner's quality assurance and acceptance of the Work will be provided and paid for by the Owner.
2. On Sheet C-200 and Sheet C-201, the following notation is shown: “Contractor to Coordinate with Dominion to support pole during excavation activities.” Please clarify that the City will provide the contact for Dominion and that the City will pay all costs associated with holding the poles.
Office (757) 393-8831 • Web Address: www.portsmouthva.gov
Answer: The Contractor shall coordinate with Dominion Energy as necessary to support its proposed means and methods of construction and excavation activities in the vicinity of existing utility poles. The City will provide Dominion Energy contact information and will coordinate with Dominion Energy regarding any support, bracing, or pole-holding measures determined necessary by Dominion as a result of the proposed work. The City will be responsible for costs incurred by Dominion Energy for utility company-performed pole support or protection measures. The Contractor shall remain responsible for coordinating its construction operations with Dominion Energy and the City, complying with all utility coordination requirements, and protecting existing utilities during construction.
3. On Sheet G-101, Traffic Maintenance and Control Notes, the following note is provided:
“One 11’ min. lane of traffic shall be maintained in each direction on all roadways at all times. One lane of traffic shall be maintained with flaggers during daytime operations on all roadways requiring lane closures. Night operations require all roadways to be open to two-way traffic.” During the work on Portsmouth Boulevard, the only way to safely perform the required work is to close one lane of traffic around the clock during construction while the other lane remains open. The time required to install the full-depth replacement on Portsmouth Boulevard, which includes 12” of concrete, cannot be completed during daylight hours due to the curing time of the concrete. Please clarify.
Answer: The City acknowledges that full-depth pavement replacement operations on Portsmouth Boulevard, including placement and curing of 12-inch concrete pavement, cannot reasonably be completed within a single daytime work period while maintaining the traffic control requirements indicated in Note G-101. The Contractor will be permitted to maintain a continuous lane closure, including overnight periods, as necessary to safely construct the work and allow for required concrete curing times.
The Contractor shall submit a Maintenance of Traffic (MOT) plan for review and approval by the City and shall coordinate all lane closures in accordance with the approved MOT plan. At all times, a minimum of one travel lane shall remain open in each direction unless otherwise approved by the City.
The Contractor shall be responsible for implementing, maintaining, and removing all traffic control devices, signage, channelization, barriers, temporary pavement markings, and pedestrian accommodations necessary to support its means and methods of construction. All traffic control shall be designed, installed, maintained, and removed in accordance with the latest edition of the Virginia Work Area Protection Manual (VWAPM), the applicable provisions of the Virginia Supplement to the MUTCD, and City requirements.
All lane closures shall be coordinated with the City and shall comply with applicable City standards, permit requirements, and approved traffic control plans. The continuous lane closure shall be limited to the extent necessary to perform the work and maintain a safe work zone for both the traveling public and construction personnel.

4. Plans state that the Contractor is to coordinate with Dominion Energy to hold poles during construction. Has the City established a work request with Dominion Energy for this project? Is the City responsible for all costs associated with holding these poles?
5. The General Notes and Specifications contradict each other regarding responsibility for material testing. Does the City provide the services of a third-party tester?
