About this file

This is an Addendum No. 1 to Invitation for Bid (IFB) 2026-068 issued by Union County, North Carolina, for the replacement of domestic water boilers at the Union County Detention Center. The addendum was issued on October 1, 2026, with a bid due date of Tuesday, October 20, 2026, at 2:00 PM EDT. The project scope includes demolition and removal of existing equipment and the furnishing and installation of two new condensing domestic-water boilers with capacities of approximately 1.2 MMBH (250-gallon) and 540 MBH (125-gallon), along with all necessary domestic-water, gas, venting, condensate, electrical, and accessory connections. The work must be completed as a single-prime, lump-sum contract within one hundred twenty (120) calendar days from the date of the written Notice to Proceed. The addendum modifies several requirements from the original IFB, including changes to bonding requirements, bid validity period, and project documentation.

The addendum clarifies that performance and payment bonds are not required for this solicitation unless required by applicable law based on the final contract price, with bonding amounts to be determined upon contract award if legally mandated. The bid price structure now requires bidders to submit a Base Bid Price, an Owner's Contingency equal to five percent (5%) of the Base Bid Price, and a Total Base Bid Price Including Owner's Contingency (A + B = C), with any unused portion of the Owner's Contingency to be returned to the Owner by deductive change order. Liquidated damages are set at Two Hundred Fifty Dollars ($250.00) per calendar day for each day of delay after the required Substantial Completion date. The bid validity period has been revised from one hundred twenty (120) calendar days to ninety (90) calendar days. The addendum also removes a one-page "Boilers Brief Specifications" sheet and references the stamped Drawing P101 Water Heater Schedule and Section 223400 - Fuel-Fired, Domestic-Water Heaters as the governing specifications for equipment capacities and performance requirements. Additionally, the addendum introduces Document 00 43 28 - Certificate for North Carolina Sales Tax as a post-award administrative form, allowing the successful contractor to submit for reimbursement of North Carolina sales and use taxes paid on building materials, supplies, fixtures, and equipment that become part of the structure.

In Section 7.2, delete the sentence requiring the successful Bidder to furnish a performance bond and a payment bond, each in the amount of one hundred percent (100%) of the Contract Price.
