About this file

Addendum No. One for RFP-2024-WW-001 is issued by the Pueblo West Metropolitan District (PWMD) for the Wastewater Treatment Facility Expansion project. The addendum addresses eight clarifying questions from potential bidders regarding proposal submission requirements, including page limits (50 pages maximum), acceptable document sizes (11 x 17 sheets permitted), and electronic submission guidelines. Bidders are instructed to submit two separate PDF documents - one technical proposal and one cost proposal - electronically, with clear labeling to prevent premature cost proposal review.

The addendum confirms there are no specific requirements for minority, small, disadvantaged, or women-owned enterprise participation, and no plans to add or replace boilers in the facility. Proposers are encouraged to submit projects with experience in wastewater treatment facility expansions, with a preference for at least one project completed from planning through construction. The document emphasizes flexibility in project experience, noting that projects in various phases (planning, feasibility study, design, construction) will be considered, and experience with Parkson Biolac diffusers would be beneficial but not mandatory.

QUESTION #1:

Regarding Article 4.0, Section 6.0 Project Experience and References, What is your definition of a completed project? Projects that have completed Planning/Feasibility Study, Design, Construction?

RESPONSE #1:

We are open to seeing projects completed in any phase listed above. We would like to see at least one project completed from Planning through Construction.

QUESTION #2:

Regarding Article 4.0, Section 6.0 Project Experience and References, What is your definition of a similar project? Projects that are based on the same system as your WWTP, projects using Parkson Biolac diffusers, or is it more general?

RESPONSE #2:

We would like to see any projects completed for a Wastewater Treatment Facility Expansion. It would be beneficial if you have experience with Parkson Biolac diffusers and other similar systems.

QUESTION #3:

Are oversized sheets such as 11 x 17 acceptable?

RESPONSE #3:

Yes, 11 x 17 size sheets are acceptable.

QUESTION #4:

Please confirm the page limit. Article 7.9 Additional Information indicates that the proposal is to be 75 pages and one PDF document. Page 3 indicates the proposal is to be 50 pages and one PDF document. Additionally, Article 4.0 Submission Requirements as well as Article 6.0 Evaluation Process indicates that proposals should not exceed 50 pages.

RESPONSE #4:

Please keep proposals to 50 pages and one PDF document. You will submit a second PDF document with the cost.

QUESTION #5:

Regarding Article 4.0, Section 9.0 Cost, we understand that the fee is to be separated from the rest of the proposal in a sealed envelope. Please confirm if we are to submit both electronically as well as a hard copy. If hard copies are desired, please indicate the number of copies as well as the time, date and location for submittal. Additionally, Article 7.9 Additional Information and Page 3 of the RFP indicate that a single PDF is to be submitted. Please confirm if there are different packaging requirements for electronic submittals being one zip file with two separate documents within the zip file and appropriate document names such as one for technical proposal and one for fee, or simply two separate interior envelopes with appropriate labels such as one for technical proposal and one for fee, or simply two separate envelopes with appropriate names?

RESPONSE #5:

A hard copy is not necessary. Please submit all documents electronically. Please clearly label each document to prevent the possibility of opening the cost proposal ahead of the selection being made for interviews.
