COMMONWEALTH OF KENTUCKY

DEPARTMENT FOR FACILITIES AND SUPPORT SERVICES

DIVISION OF ENGINEERING AND CONTRACT ADMINISTRATION

REQUEST FOR PROPOSAL NO: RFP-800

FOR: Architectural Selection for DJJ - Regional Model - Detention Centers Consultant Department of Juvenile Justice

DATE: June 1, 2023

RFP-785-2300000393

Addendum No. One (1)

PROPOSER SHALL CONFORM TO THE FOLLOWING CHANGES AS SAME SHALL BECOME BINDING UPON

THE CONTRACT TO BE ISSUED IN RESPONSE TO THIS REQUEST FOR PROPOSAL.

Item 1. Project Description:

The Commonwealth of Kentucky through the Finance & Administration Cabinet, Division of Engineering is seeking consultant services for the review of up to 9 Juvenile Detention Facilities, in order to meet their mandated requirements. Because of the anticipated return to the regional model of detention assignments for youth, this project is to provide a comprehensive study to make the best use of the resources and land available to the Department, with the goal of ensuring safety for youth and staff.

The DJJ has an on-going commitment to provide DJJ staff, youth and visitors the safest possible environment. This project is to translate departmental needs into a comprehensive and strategic plan of multiple capital projects, including expansion and renovation of the current facilities, to maximize safety and security, within the limitations of site feasibility. This comprehensive plan will direct the Department’s immediate future for those projects which it can fund within the current budgetary limitations, as well as future Capital Construction budget requests for those that will require additional funding.

The DJJ and Justice and Public Safety Cabinet will provide goals for each facility, including the projected number of youth per facility, the composition of that population, including requirements for separation of population into subgroups based on level of security, requirements for facility access to certain areas for each subgroup (classrooms, dining, recreation, etc), and other necessary safety requirements for each facility. The consultant will be expected to combine this information with their assessment of the current facilities, and propose projects that ensure that these requirements can be met for each facility’s projected populations. The consultant will be expected to advise the Department of the best possible renovations or expansion recommendations that can be feasibly executed, and provide a cost estimate for the project, as well as the anticipated timeline, and the impact to operations of the facility during construction. Potential renovations should also include improvements to the facility control rooms and electronic locks and monitoring systems, to ensure access is appropriately restricted for youth and staff. Considerations for emergency alarms, or alerts, should also be made.

All existing record drawings will be provided for each facility by owner, however, the design team will be required to verify existing construction in field and update plans to match the current facility. Existing plans, space planning and diagrams for upgrades at each facility shall be included in the final comprehensive report as well as budgetary information breakouts for each facility. The report should also clearly include a summary table of projected construction projects and budgets for all facilities.

This initial assessment and plan are due no later than September 1, 2023, so that DJJ may make any necessary additions to their Six Year Capital Plan as well as execute requests within their Capital Budget Request due October 1, 2023.

Part of the additional services desired for this project, once projects have been identified for the facilities, are design, and construction administration of potential and anticipated Capital Construction projects. The Commonwealth reserves the right to either procure the design and construction administration services from the consultant team selected by this Request for Proposal or to separate these projects into separate procurement of professional services. The best interests of the Commonwealth will be the determining factor.

Security, durability, longevity with low maintenance are priority design aspects to incorporate in a manner that also respects the goals of safety, security, education, and health and wellness. Design is to meet the requirements of all authorities having jurisdiction including but not limited to the American Correctional Association compliance requirements, Kentucky Building Code and all applicable Kentucky Statutes. Design Professionals are to have experience with and are to achieve requirements of Kentucky High Performance Standards. Design team qualifications need to clearly demonstrate experience and expertise in planning and design for Detention Facilities, ideally for Juveniles. DECA reserves the option to increase design services as funding becomes available.
