About this file
This is Addendum No. 1 to an Invitation to Bid issued by the Florida Department of Transportation, Florida's Turnpike Enterprise for Drive-Through Tire Check Monitoring Systems (DOT-ITB-26-8021-MB). The addendum revises key timeline dates for the procurement process. The solicitation requests bids from qualified vendors to furnish, install, operate, and maintain fully operational drive-through tire check monitoring systems at four service plaza locations on Florida's Turnpike system, including Port St. Lucie/Fort Pierce (Milepost 144), Canoe Creek (Milepost 229), Okahumpka (Milepost 299), and Snapper Creek (Milepost 19). Each system must feature a touchscreen interface kiosk capable of providing automated drive-over measurements of tire pressure and tread depth for all four vehicle tires at no cost to drivers. Per Addendum No. 1, the deadline for submission of questions is February 24, 2026, at 5:00 PM ET, bids are due March 10, 2026, at 2:30 PM ET, and public bid opening is scheduled for 3:00 PM ET on the same date at Florida's Turnpike Headquarters in Ocoee, Florida. The anticipated posting of the intended decision is March 17, 2026. The initial contract term shall be five years from the issuance of the Notice to Proceed, with renewal options available for up to five additional years contingent upon satisfactory performance evaluations and fund availability.
Compensation is structured as four lump-sum pay items for system furnishing and installation at each location plus monthly maintenance and inspection service pay items covering 54 monthly invoices per location over the five-year term. The selected vendor must complete full installation at all four sites within six months of receiving the Notice to Proceed. Required qualifications include maintenance of all necessary certifications and licenses, general liability insurance of at least $200,000 per person and $300,000 per occurrence, and registration with Florida's MyFloridaMarketplace system. Financial consequences for non-performance are established at $500 or one percent of the original contract amount (whichever is less) per business day for late installation, and $100 or one percent per business day for late maintenance services. Performance bonds are not required as a condition of contract award. The procurement does not identify any specific set-aside designations or restrictions limiting participation, and no incumbent vendors or current contractors are identified, indicating this represents a new service establishment for the Turnpike system.
