About this file

This document is an Addendum No. 1 to a solicitation by the Florida Department of Environmental Protection (DEP) for Airborne Thermography Services, specifically a Northwest Florida Coastal Thermography Survey. The project involves conducting an airborne thermal data survey over Project Area A, which covers approximately 562 square miles along the coastline from Summercamp Road and Highway 98 in Franklin County to 2 miles east of the Econfina River in Taylor County. The survey is intended to identify and inventory artesian springs, with data collection to be performed between January 1 and February 28, 2026, prioritizing coastline flight paths. The contractor will use thermal sensors to collect high-resolution (1-meter or better) thermal imagery during the coldest days and lowest tides, with specific requirements for cloud-free conditions and temperature/tide parameters.

The solicitation includes detailed specifications for data collection, including temperature range expectations (0-100 degrees Fahrenheit), with artesian springs typically around 68-72 degrees Fahrenheit. The contractor is responsible for securing all necessary access permissions, providing daily flight logs, and delivering final data by May 1, 2026. Financial consequences are outlined for non-compliance, including potential invoice reductions for missed deadlines or incomplete documentation. The document also mentions a potential supplemental survey for Area B (approximately 103 square miles) pending funding availability, to be compensated at a fixed price. The Department of Environmental Protection will provide project management support, including issuing notices to proceed and deploying background field instrumentation prior to the contractor's data collection efforts.

Addendum To: DEP Solicitation No. 2026004, entitled “Airborne Thermography Services”

The Department hereby answers questions posed by prospective Vendors. This addendum does not need to be returned with the response.

Number Question / Answer

1.

The RFP provides only limited information on the sensor class requirements. Galileo owns and operates a LWIR frame camera with a spectral range of 7.5µm to 14µm, delivering relative apparent temperature in degrees Celsius. We want to ensure this class of thermal sensor is appropriate for this RFP. Please provide specific sensor band-range specifications for this RFP.

Please see revised scope of work below.

2.

There is no specification listed for spatial resolution of the thermal imagery. This specification largely determines flight planning, cost, and complexity so it is essential for factoring in for planning purposes. What is the target spatial resolution of the thermal imagery? A typical operation scenario for Galileo Thermal system is 50cm per pixel GSD flying at 2600ft AGL.

See answer to question number 1.

3.

Can the thermal imagery be flown at any time of the day or night so long as the imagery is cloud free?

See answer to question number 1.

4.

The RFP does not list specific deliverables for the thermal imagery. A typical deliverable would be a geo-rectified mosaic of the entire study area in GeoTiff or similar format. Please provide specific imagery deliverable requirements.

See answer to question number 1.

5.

As a sensor class alternative , we also operate hyperspectral line scanners that operate in the VNIR (400 to 1000nm) and the SWIR (1000 to 2500nm). However, these systems rely on reflected sunlight rather than thermal (emissive) radiation. Assuming we meet spatial requirements per question two above, would either of these sensor classes be an acceptable alternative?

See answer to question number 1.

6.

As a further collection modality alternative, the RFP specifically lists “airborne” thermography services” but there are multiple satellite options that can provide thermal imagery. Are equivalent satellite-based approaches applicable?

See answer to question number 1.

In accordance with Section 2.6, Addenda/Amendments to the RFP, the Department hereby formally amends the Solicitation. The amendments are indicated in blue with strikethrough for deletions and underlines for additions.

4 Scope of Work

4.1 Scope of Work

The Contractor shall provide Airborne Thermal Data over Project Area A (approx. 562 square miles) see (See Exhibit J - Airborne Thermal Data Map)

The Contractor will select sensor(s)/instrument(s) appropriate for conducting the airborne thermographic survey which is intended to identify and inventory artesian springs within the project area (See section 1.2 of the RFP).

The Contractor will maximize sensor/instrument capabilities thus producing the best possible survey results based on temperatures and tides. Sensor/Instrument selection and flight scheduling should be based on the following criteria.

Data collection should be conducted 1) without cloud interference, 2) during forecasted temperature minimums on the coldest days and during the coldest times (using forecasted cold fronts during January-February and in the hours between 12:00 AM-7:00 AM), and 3) during negative or low tide(s) (preferably during a spring tide). Tides are especially important along the coast and in rivers that are tidally influenced.

The acquired data will have a one (1)-meter or better resolution and will have four (4)-meter or better accuracy. Data should be tiled and delivered using an alphanumeric scheme and include a gridded reference map. Data should include temperature field data reported in either Celsius or Fahrenheit for each pixel.

The Contractor is responsible for data processing and delivery. The Contractor will be responsible for reporting metadata associated with the data deliverable which will include aircraft, sensor/instrument specific documentation. The anticipated temperature range to be encountered is between 0-100 degrees Fahrenheit. For reference, artesian springs in Florida are consistently around 68-72 degrees Fahrenheit, average temperatures in the Gulf are around 61 degrees Fahrenheit in January and February, ground temperatures will vary based on sun, weather, and infrastructure.

The Contractor shall:

1. Meet any infrastructure needs to complete the services. This includes ensuring the availability of road/boat ramp/waterbody/air space access, access to electricity or water, appropriately sized and situated area for performing services, and any other infrastructure required (i.e. permits) by the Contractor.

2. Secure all necessary access permissions to conduct flights throughout the Project Study Area and will supply copies to the Department Project Manager, and is required to have all appropriate local, state, and federal licenses and/or training required to operate the aircraft. The Contractor is expected to comply with all local, state, and federal laws including but not limited to Chapters 329, 330 and Section 934.50(4)(l), Florida Statues, as applicable. Copies of executed permits and permissions or documentation of exemption will be presented to the Department Project Manager before work is conducted.

3. Notify the Department’s Project Manager of all scheduled flights and data collection so that the Department can deploy instruments for duplicate background data collection. The window of time will be determined based on air and water temperatures; coldest temperatures being the target days and during negative tides so that groundwater discharge points are most defined. If data collection cannot be completed in the first collection period, the contractor will propose an estimate for a subsequent collection window.

4. Complete data collection within the coldest months of the year (no sooner than January 1 or later than February 28) 2026. Coastline flight paths will be prioritized. The Contractor will supply daily field logs recorded during the

Addendum No. 1 Page 4 of 6 completion of data collection. Daily logs will include flight times, area, manifest, and weather conditions during data collection. The Contractor will deliver daily logs at the end of each week of data collection. The Contractor will deliver all data deliverables for Department review no later than May 1, 2026. (Service).
