About this file

This document is an Addendum to DEP Solicitation No. 2022023, issued by the Florida Department of Environmental Protection. The addendum provides answers to questions posed by prospective vendors and includes modifications to the technical specifications for the 48-channel seismic system for Multichannel Analysis of Surface Wave (MASW). The system requirements include a 48-channel seismograph with integrated PC, battery, and display, 2 x 24 take-out cables, 50 x 4.5 Hz vertical geophones, a strike plate, a trigger switch, and MASW processing software. The equipment and necessary attachments must be delivered by June 15, 2022.

The addendum clarifies that the built-in GPS is an optional specification and that the pricing must be all-inclusive, with shipping costs included in the total bid amount. It also specifies that a specific processing software is not required, but the software or software suite should be able to process and visualize 1D, 2D, and 3D MASW survey data from active and passive seismic surveys.

Solicitation Page Number Question / Answer

1.

Thank you for sending us the RFQ, unfortunately, it calls out a somewhat uncommon specification (“built-in GPS”) that precludes us from bidding.

Could we deviate from this specification and still have our bid be considered viable?

Yes, as the Department considers the built-in GPS to be an optional specification. See Technical Specification update that clarifies this requirement directly below this Question and Answer chart.

2.

3.4.2 14

For this ITB, is the price list only the single page that is form D or do you also need a detailed break down of the cost of each component of this bid? If so, what format should this price break down be submitted in?

Yes, Form D, Price Sheet, is the only sheet required for pricing.

3.

4.3a 16

Asking for clarification on the line "The contractor is responsible for the delivery of equipment and necessary attachments listed above at no cost to the Department". Is it correct to interpret this to mean that the shipping costs for this equipment are to be included in the provided total and nothing shall be added after the bid has been awarded?

Yes, in accordance with Form D, Price Sheet, pricing must be all-inclusive.

Item 6, does the Department require a specific processing software or have any software specifications beyond MASW processing capabilities?

A specific software has not been requested. At minimum, the software or software suite should be able to process and visualize 1D, 2D, and 3D MASW survey data from active and passive seismic surveys. Extra capabilities are welcomed but not necessary for complying with the request. See Technical Specification update that clarifies this requirement directly below this Question and Answer chart.

1.8/3.3 5/14

For bids being mailed in for submission that may arrive early, what is the address in the "Response Due" portion of the timeline of events correct and should the package be addressed to you?

Yes, the address listed in the Timeline of Events, Responses Due Section, is the correct address to submit bids. Bids should be addressed to the Procurement Officer: Wanda Norton. Also, see Section, 3.3, Submission of Responses, for additional submission instructions as mailing in a response is not optional, it is a requirement in order to be considered for award.
