About this file

This is Addendum No. 01 to Request for Proposal 2026 PR 9123 issued by the Orlando Utilities Commission (OUC) for actuarial services. The addendum addresses 45 questions received from prospective proposers and clarifies the original solicitation requirements. OUC is seeking proposals from a single qualified actuarial consulting firm to provide comprehensive services for the OUC Defined Benefit Pension Plan - Trust and Defined Contribution Plan, Other Post-Employment Benefits (OPEB) Plan, and Self-Insured Medical Program. Services include annual actuarial valuations compliant with GASB 67/68 (pension), GASB 74/75 (OPEB and self-insured medical), regulatory filings, actuarial studies, benefit consulting, and advisory services. The solicitation deadline remains June 3, 2026, at 2:00 PM EST, with submissions required electronically via Vendorlink.com. Proposers must acknowledge receipt of this addendum or their offers may be deemed non-responsive. Typically, one onsite meeting per year is required for pension and OPEB plans, with additional meetings scheduled as needed. The incumbent firm, Gabriel, Roeder, Smith & Company, which has provided services since October 2019, is eligible but not required to resubmit a proposal.

The anticipated budget for the contract is approximately $150,000 annually based on the average spend from 2024-2025. OUC encourages proposers to submit competitive pricing based on their own evaluation of scope requirements; prior contract pricing is available only through formal public records requests. The principal actuary must be either a Fellow of the Society of Actuaries (FSA) or an Enrolled Actuary (EA) who is a Member of the Society of Actuaries and the American Academy of Actuaries. Proposers must complete and submit an Anti-Human Trafficking Affidavit per Section 787.06 of Florida Statutes. All prospective proposers and their employees or subconsultants are prohibited from communicating with OUC personnel regarding this solicitation except through the designated buyer of record, Dom P. Sotero (dsotero@ouc.com). The proposal opening will be conducted virtually, and public attendance is available upon request to the buyer of record.
