About this file
This document is an Addendum No. 3 to the Greene County Detention Center Renovation project. The addendum is issued by McCall Inc. on behalf of Greene County and amends the requirements of the original plans and specifications dated 10-30-2023. The addendum addresses various questions and clarifications related to the project, including the acceptability of the AIA A310 Bid Bond form, the integration capabilities of the specified Verkada camera system, scheduling of a second site visit, details about the demolition in certain rooms, and clarification on the roofing membrane specification.
The addendum indicates that the Verkada camera system is a proprietary platform that may not fully integrate with the specified touchscreen and PLC control system requirements, but the owner has determined that this system is in their best interest. The addendum also specifies that 3-year system component licenses should be included in the base contract proposal, and that the location of existing electrical conduits on the roof is unknown. The addendum further states that the new roof shall be as originally specified and that requests for alternate manufacturers or products will not be accepted.

GREENE COUNTY DETENTION CENTER RENOVATION
ADDENDUM NO. 3
Bidders are advised that the requirements of the plans and specifications entitled “Greene County Detention Center Renovation”, dated 10-30-2023, are amended as follows and this addendum is made part of the Contract Documents. Products supplied by manufacturers listed herein as approved manufacturers shall be equal in all respects to those specified.
QUESTION RESPONSE
1 I don’t see a form of bid bond specified in the
Project Manual. Will the AIA A310 suffice?
AIA Document A310 - Bid Bond is acceptable.
2 In looking through the addendum for Greene County Detention Center, Section 282340,
1.02 Overview, we have noticed a desire to
have interfacing activity between different systems such as touchscreen-to-CCTV.
However, Verkada is a rather proprietary platform, and does NOT play well with other companies’ hardware. So, the following items in Addm. 1, Section 282340, 1.02 :
B. Provide IP video switching integration with the Touchscreen and PLC control system…..to the “spot” monitor at each control location… C. When the operator presses a Camera Icon, the associated camera view will display on the “spot” monitor… D. when the operator answers of initiates an intercom call, the camera with the best view of the associated intercom station will be displayed on the “spot monitor” are NOT possible with a Verkada Camera system, unless the associated devices are 100% Verkada. Verkada does not manufacture a touchscreen device of its own, but rather offers an app for touchscreen devices, such as iPads. Verkada does manufacture intercom devices, and these are the only devices that can interface with Verkada camera systems.
While it is true that Verkada is a somewhat proprietary platform and is designed to be a stand-alone solution, the Verkada representatives have stated that Verkada cameras support integration to 3rd party applications via RTSP. (see links below) https://www.verkada.com/blog/verkada-announces-low-latency-rtsp-streaming https://help.verkada.com/en/articles/6422089-low-latency-rtsp-streaming
It is our position that the specified functionality in 282340 1.02 B, C and D that are referenced can be accomplished via this technology.
Additionally, the owner fully understands the ongoing licensing requirements of the Verkada system and has determined that it is in the best interest of the county to proceed with this option.
Furthermore, Verkada requires a licensing fee per device, per year, purchaseable in 1, 3, 5, or 10-year terms. (For the dome cameras, that is $199 a year, with a slight decrease when multiple years are purchased.) The licensing fees for multisensory cameras are significantly higher.
SWC can and will price a Verkada camera system, if that is still desired and non-negotiable. However, we do need to ask the following questions:
Specific response:
1. Is it acceptable for Verkada to be a standalone (not integrated to PLC and HMI) camera system?
No, it is not acceptable for the Verkada system to be stand-alone. The division 28 package is intended to be an integrated security electronics system of which the video is an important and necessary component.
2. How many years of licensing should be included in the base contract proposal?
See Specification Section 282340 PART 2 – PRODUCTS, 2.02 LICENSING item B. “All system component licenses shall be 3-year licenses.”
3 Has a date and time been established for the second site visit to go inside? I have a few subs that would like to inspect the existing conditions for their scope of work.
County did not set a specific date, but is accommodating people as required. Please call the County Manager, Byron Lombard, at (706) 347-0947 to arrange your site visit. Have all of your subs there at the same time/visit.
4 Sheet A100, Demolition Floor Plan, in holding rooms 154 and 155, the keyed legend calls for D-2 in these two rooms. I am assuming these are furniture steel benches in lieu of cast-in-place concrete benches at these two rooms, or some sort of detention equipment. Please advise.
Room 154 is base cabinet with sink. Room 155 is built-in wood shelving.
5 Sheet A102, Reflected Ceiling Plan: Where acoustical ceilings are shown and are being removed, is there currently insulation above the ACT or is it just tile & grid. Please advise.
To our knowledge, it is just tile and grid.
6 Could you provide some clarification on the exact Siplast membrane we are proposing? Please see attached PDF with 2 extracted pages. The “PREPARATION FOR REROOFING” section implies a 60 Mil MIN PVC membrane, while the “POLYVINYL CHLORIDE ROOFING” section notes a 60 Mil MIN PVC KEE membrane.
The new roof membrane will be as stated in spec section 075419.
7 Is it possible to get a drawing or any new information that would allow us to know the location of the buried electrical conduits that are to remain undisturbed?
Unfortunately, no, the location of existing electrical conduit atop the roof deck is not known.
8 There have been a number of requests to allow other manufacturers/products for the new roof.
The new roof shall be as specified.
