About this file
This is an Addendum No. 2 to a Request for Proposals issued by the Palm Beach County Water Utilities Department for Utility Hydrogeologic Continuing Engineering Services (Project No. PBCWUD 26-027). The addendum addresses clarifications regarding CCNA Category 12.06 requirements and submission procedures. The category requires demonstrated experience in performing studies, design, and/or modeling of new wellfields for potable water development, specifically excluding rehabilitation of existing wellfields. Firms that have submitted CCNA applications but have not yet received formal certification at the proposal due date may submit proposals, provided certification is obtained prior to the Final Selection Committee meeting. The addendum clarifies submission requirements, specifying that nine original copies are required—eight bounded and one unbounded—as stated in the original advertisement, with certified electronic signatures acceptable for signing.
The addendum also provides guidance on media submission options, confirming that flash drives and USB devices are acceptable alternatives to compact discs (CDs) for proposal submission. No pricing information, set-asides, contract terms, renewal options, funding sources, or award dates are detailed in this addendum. The document was issued on June 16, 2026, and addresses frequently asked questions from prospective bidders to clarify ambiguities in the original RFP solicitation.

ADDENDUM NO. 2
PALM BEACH COUNTY WATER UTILITIES DEPARTMENT
UTILITY HYDROGEOLOGIC CONTINUING ENGINEERING SERVICES
Project No. PBCWUD 26-027
QUESTIONS AND ANSWERS:
Q1 – Would it be possible to get some clarification on CCNA Category 12.06 requirements?
Stantec has applied and got rejected because ” The projects need to show that they are finding new sources of potable water. Existing wellfields or aquifers are not new sources”, per the email below. I gave Holly a call to ask about “new water” and I was told that no companies would be able to be certified for this category as there are no “new water sources”, but 12.06 is a requirement for the Utility Hydrogeologic Continuing Services RFP.
A1 – Please see detail description of the CCNA Category 12.06. To elaborate on the description, the applicant has to demonstrate experience in performing studies, design, and/or modeling of a new wellfield for potable water, not rehabbing an existing wellfield. To streamline the CCNA approval process, please read the instructions and questions for the application carefully and submit a complete and detailed application. It is acceptable for proposal firms that have submitted their CCNA applications but have not yet received a confirmation of the certification at the proposal due date, to submit their proposals. The certification must be obtained prior to the Final Selection Committee meeting.
12.06 WATER RESOURCE EVALUATION AND DEVELOPMENT
This category of work involves the evaluation and development of surface and groundwater reservoirs in order to evaluate their potential for exploitation as a source of potable water.
Included in this category are studies performed to promote conservation and minimize pollution of the potable water supply.
Specific examples of work include:
• groundwater modeling and mapping
• aquifer pump test design and analysis
• water use permitting
• preparation of groundwater and surface water monitoring plans
Q2- All eight must be originals?
A2- A total of nine (9) original copies are required, eight (8) bounded and one (1) unbounded per advertisement. Certified electronic signatures are acceptable.
Q3- Is it possible to submit to submit a flash drive as opposed to a CD?
A3- Yes, a flash drive or USB is acceptable.
