About this file

This document is Addendum No. 2 to RFP 24-012 for the 2024 ADA Ramp/Sidewalk Repair project issued by the City of Brookhaven, Georgia. The addendum addresses questions and answers regarding the project scope, including the correct measurements for sidewalk and ramp locations, confirmation that DWD installation is part of the scope, and guidance on the use of Davis-Bacon Wage Rates and fence assembly. Specifically, the addendum clarifies the correct measurements for Locations 1, 2, and 3, confirms that Locations 16.2 and 16.3 are a combination of ramp and sidewalk, and provides a link to the Davis-Bacon Wage Determinations on SAM.gov.

The addendum also addresses a question about welding fence brackets, with the City preferring the use of the hardware provided by the manufacturer to maintain the galvanized coating and warranty. A link is provided to the fence manufacturer's specifications and drawings. Overall, this addendum provides critical clarifications and information to bidders for the 2024 ADA Ramp/Sidewalk Repair project in the City of Brookhaven.

RFP 24-012

2024 ADA Ramp/Sidewalk Repair

The following change(s) have been made to the above-referenced solicitation.

Questions & Answers.

Question #1: Locations 1 & 2: (at 1280 Briarwood Rd) we found the 20 ft, but the scope relates to other 8 and 12 ft, after walking we found 20 and 15 ft), Please confirm the correct measurements.

*All ramp/sidewalk locations have been re-marked in the field.

Location #1: The sidewalk marked is 15 feet, not 8 feet as indicated on the bid sheet. Please use 15 feet for your bid. It is west of the driveway and is shown in the photo below.

Location #2: The sidewalk marked is 20 feet, not 12 feet as indicated on the bid sheet. Please use 20 feet for your bid. It is located between the two driveways and is shown in the photo below.

Location #3: The sidewalk marked is 20 feet as indicated on the bid sheet. Please use 20 feet for your bid. It is located east of the east driveway and is shown in the photo below.

Question #2: Location 16.2: After walking we think the scope includes 5 ft of sidewalk as part of the ramp. Please confirm if it is part of the ramp or 5 extra feet of sidewalk.

Location 16.2 is a combination ramp/sidewalk and should be bid as such. See the photo below.

Question #3: Location 16.3: After walking we think the scope includes 5 ft of sidewalk as part of the ramp. Please confirm if it is part of the ramp or 5 extra feet of sidewalk.

Location 16.3 is a combination ramp/sidewalk and should be bid as such. See the photo below.

Question #4: Please confirm that DWD installation is part of the project scope.

DWD installation is part of the project scope. Yellow is the Brookhaven default color. Please do not use red.

Question #5: Where can the Davis-Bacon Wage Rates be found?

Wage determinations and an explanation of the Davis-Bacon Act can be found on SAM.gov.

https://sam.gov/content/wage-determinations

Sidewalk Construction, as determined by HUD, falls in the Heavy Construction Category.

Question #6: Can the brackets on the fencing be welded for a more secure fit?

Because of the galvanized coating on the fence and hardware, the city prefers that the fence sections be assembled with the hardware provided. Welding the sections to the brackets may make it difficult to repair because using a cutting torch or wheel grinder may affect the galvanized coating and void the warranty. Below is the link to the details and specifications from the fence manufacturer. As the photo below shows, it was assembled using the nuts and bolts provided by the supplier.

Below is a link to the Montage Ornamental Iron Fence; the drawing and specs are in the web page's lower section.
