About this file

This is Addendum Number One to Invitation for Bid (IFB) No. 6000002009 issued by the California Department of Corrections and Rehabilitation (CDCR) for Brine Concentrate Removal and Disposal Services at Deuel Vocational Institution. The scope involves the removal and disposal of approximately 3,500,000 gallons of brine concentrate and 750 cubic yards of sludge, with requirements for three 21K frac tanks to be placed 25 feet from the RO building. The contract term start date has been revised from July 1, 2016 to "July 1, 2016 or Upon Approval." No pre-bid walk-through is scheduled for this bid.

The contractor must include all costs including travel, transportation, labor, disposal fees, and equipment in their per-gallon rate. The disposal must be coordinated with East Bay Municipal Utility District (EBMUD), with analytical data provided showing waste composition. The contractor is responsible for obtaining any required EBMUD permits, though these are not required at bid submission. The piping specifications require 2-inch stainless steel, and all waste disposal must comply with federal, state, county and local regulations, with flexibility to use out-of-state licensed disposal facilities if the waste is designated as hazardous.

BRINE CONCENTRATE REMOVAL AND DISPOSAL SERVICES

DEUEL VOCATIONAL INSTITUTION

BID NUMBER 6000002009

QUESTIONS AND ANSWERS

1. Proposed frac tank location: Does the CDCR have a designated location for staging the three 21K frac tanks? If so what is the distance in feet from the Reverse Osmosis plant.

Answer: Yes, twenty five feet from the RO building.

2. Piping from the Reverse Osmosis plant to the Frac tanks: Is there a minimum pipe diameter and preferred/required pipe type (materials of construction)?

Answer: 2” stainless steel.

3. Sludge Disposal: Has there been past analytical data for the proposed 750 cubic yards of sludge to be removed from the frac tanks? If so what was the waste determination and landfill disposal site?

Answer: The only analytical data that is available was provided by East Bay Municipal Utility District.

(See Below Analytical Chart)

4. Sludge Disposal: If there is current analytical data for the sludge, can that analytical be used to profile the waste stream for the awarded company?

Answer: The only analytical data available is provided above.

5. Sludge Disposal: If the sludge waste stream is designated as hazardous waste, is there a requirement to dispose of the waste in a California landfill or is it acceptable to transport the waste to licensed out of state TSDF?

Answer: The Contractor shall dispose of waste in accordance with all Federal, State, County and local authorities.

6. Brine Concentrate Disposal: Is it assumed that all of the estimated 3,500,000 gallons of Brine Concentrate will be disposed of at EBMUD as non-hazardous waste?

Answer: The Contractor shall verify with EBMUD for requirements to dispose of the waste.

7. Is there a proposed pre bid job walk date?

Answer: No. There is no Walk-Through scheduled for this bid.

8. In Exhibit A Pg.2 Section 4, it states that no travel will be paid. However in Exhibit D Pg. 13 Section 33, it requests that travel be added in our rates. I just want to clarify that we can increase the price per gallon in Exhibit B-1, #1 (more than the rate charged by EBMUD) to cover travel expenses?

Answer: Yes. Per the first line of Exhibit A, Scope of Work, the Contractor shall provide all material, labor, tools, insurance, disposal fees, non-consumable supplies, transportation, travel, fuel, equipment and every other item of expense necessary to provide Brine Concentrate and Sludge Removal and

Disposal Services. And, per the first sentence in Item Number 33, Exhibit D, Special Terms and Conditions, Contractor’s rates shall include all travel expenses required to perform services in accordance with this Agreement.

9. Are bidders required to obtain a permit from EBMUD before the bid is awarded or will there be enough time for the winning bidder to apply for the permit before the work is scheduled to begin?

Answer: If required, the Contractor shall possess and maintain the EBMUD permit throughout the term of the Agreement. Per the Bid Submittal Checklist, the permit shall not be required to be submitted with the bid.
