About this file

This Addendum No. 1 modifies the original bid documents for the City of Hearne's San Antonio Water Pumping Station Rehabilitation project, funded through CDBG-MIT under Contract No. 24-065-074-E685. The addendum, dated May 26, 2026, revises Section 11201 regarding Chlorination Equipment (Chlorine Gas) in its entirety. The bid opening is scheduled for Thursday, June 4, 2026, at 2:00 PM. Bidders must acknowledge receipt of this addendum on the Bid Form; failure to do so may result in disqualification. The project requires installation of a complete chlorination system including three manual chlorinators, one dual cylinder chlorine scale, leak detection equipment, self-contained breathing apparatus, a fiberglass building shelter, and all associated valves, piping, and wiring necessary for proper operation.

The specifications detail comprehensive equipment requirements and performance standards. The chlorinators must be wall-mounted units with 50-pound-per-day capacity and remote vacuum arrangements, constructed of chlorine-resistant materials. The system requires Schedule 80 PVC piping, a dual-cylinder scale capable of weighing compressed gas cylinders up to 300 pounds, and a leak detection unit with multiple sensors set at 2 ppm (low alarm) and 20 ppm (high alarm) across the chlorine feeder and cylinder rooms. The fiberglass shelter must be a two-compartment prefabricated structure measuring minimum 4 feet by 8 feet per compartment, designed to withstand 125 mph wind loads, and equipped with exhaust fans, 1500-watt heaters, LED lighting, and electrical outlets. All equipment installation must be performed in accordance with manufacturer instructions and approved by a factory-authorized service representative. A 12-month warranty from final acceptance covers all equipment against defects in material and workmanship under normal use and service.
