INDEPENDENT AUDITOR'S REPORT

The Honorable Mayor and Members of City Council City of McDonough, Georgia

Opinions

Member of Georgia Society of

Certified Public Accountants

We have audited the accompanying financial statements of the governmental activities, the business-type activities, the aggregate discretely presented component unit, each major fund, and the aggregate remaining fund information of the City of McDonough, Georgia, as of and for the year ended June 30, 2024, and the related notes to the financial statements, which collectively comprise the City of McDonough, Georgia's basic financial statements as listed in the table of contents.

In our opinion, the fmancial,.statements refeJTed to above present fairly, in all material respects, the respective financial position of the governmental activities, the business-type activities, the aggregate discretely presented component unit, each major fund, and the aggregate remaining fund information of the City of McDonough, Georgia, as of June 30, 2024, and the respective changes in financial position, and, where applicable, cash flows thereof and the respective budgetaiy comparison for the General Fund, ARPA Fund and the Hotel/ Motel Tax Fund for the year then ended in accordance with accounting principles generally accepted in the United States of America.

Basis for Opinions

We conducted our audit in accordance with auditing standards generally accepted in the United States of America and the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States. Our responsibilities under those standards are further described in the Auditor's Responsibilities for the Audit of the Financial Statements section of om report. We are required to be independent of the City of McDonough, Georgia and to meet our other ethical responsibilities, in accordance with the relevant ethical requirements relating to our audit. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinions.

Responsibilities of Management for the Financial Statements

Management is responsible for the preparation and fair presentation of the fmancial statements in accordance with accounting generally accepted in the United States of America, and for the design, implementation, and maintenance of internal control relevant to the preparation and fair presentation of fmancial statements that are free from material misstatement, whether due to fraud or e1TOr.

In preparing the financial statements, management is required to evaluate whether there are conditions or events, considered in the aggregate, that raise substantial doubt about the City of McDonough, Georgia's ability to continue as a going concern for twelve months beyond the financial statement date, including any currently known info1mation that may raise substantial doubt shortly thereafter.

Auditor's Responsibilities for the Audit of the Financial Statements

Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor's report that includes our opinions.

Reasonable assurance is a high level of assurance but is not absolute assurance and therefore is not a guarantee that an audit conducted in accordance with generally accepted auditing standards and Government Auditing Standards will always detect a material misstatement when it exists. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from eITor, as fraud may involve collusion, forge1y, intentional omissions, misrepresentations, or the override of internal control. Misstatements are considered material if there is a substantial likelihood that, individually or in the aggregate, they would influence the judgment made by a reasonable user based on the financial statements.

In performing an audit in accordance with generally accepted auditing standards and Government Auditing Standards, we:

0 Exercise professional judgment and maintain professional skepticism throughout the audit.

0 Identify and assess the risks of material misstatement of the financial statements, whether due to fraud or e1rnr, and design and perfonn audit procedures responsive to those risks. Such procedures include examining, on a test basis, evidence regarding the amounts and disclosures in the financial statements.

• Obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the City of McDonough, Georgia's internal control. Accordingly, no such opinion is expressed.

• Evaluate the appropriateness of accounting policies used and the reasonableness of significant accounting estimates made by management, as well as evaluate the overall presentation of the fmancial statements.

• Conclude whether, in our judgn1ent, there are conditions or events, considered in the aggregate, that raise substantial doubt about the City of McDonough, Georgia's ability to continue as a going concern for a reasonable period of time.

We are required to cmmnunicate with those charged with governance regarding, among other matters, the planned scope and tin1ing of the audit, significant audit fmdings, and certain internal control-related matters that we identified during the audit.

Required Supplementary Information

Accounting principles generally accepted in the United States of America require that the management's discussion and analysis and the Schedule of Changes in the Pension Liability and Related Ratios information on pages 4-13 and 61-63 be presented to supplement the basic fmancial statements. Such infmmation is the responsibility of management and, although not a patt of the basic financial statements, is required by the Governmental Accounting Standards Board who considers it to be an essential patt of fmancial repo1ting for placing the basic financial statements in an appropriate operational, economic, or historical context. We have applied certain limited procedures to the required supplementmy infomrntion in accordance with auditing standards generally accepted in the United States of America, which consisted of inquiries of management about the methods of preparing the information and comparing the infonnation for consistency with management's responses to our inquires, the basic financial statements, and other knowledge we obtained during our audit of the basic financial statements. We do not express an opinion or provide any assurance on the inf01mation because the linlited procedures do not provide us with sufficient evidence to express an opinion or provide any assurance.

Supplementary Information

Our audit was conducted for the purpose of forming opinions on the financial statements that collectively comprise the City of McDonough, Georgia's basic financial statements. The accompanying combining and individual fund financial statements and budgetary schedules, schedules of projects financed with transportation and regular special purpose option sales tax proceeds, schedules of development impact fees and the schedule of expenditures of federal awards, as required by Title 2 U.S. code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirement for Federal Awards ( collectively, "the supplementary info1mation") are presented for purposes of additional analysis and are not a required part of the basic financial statements. Such information is the responsibility of management and was derived from and relates directly to the underlying accounting and other records used to prepare the basic financial statements. The infonnation has been subjected to the auditing procedures applied in the audit of the basic financial statements and certain additional procedures, including comparing and reconciling such information directly to the underlying accounting and other records used to prepare the basic financial statements or to the basic financial statements themselves, and other additional procedures in accordance with auditing standards generally accepted in the United States of America. In our opinion, the supplementary information is fairly stated, in all material respects, in relation to the basic financial statements as a whole.

Other Reporting Required by Government Auditing Standards

In accordance with Government Auditing Standards, we have also issued our repmt dated June 26, 2025, on our consideration of the City of McDonough, Georgia's internal control over financial reporting and on our tests of its compliance with certain provisions of laws, regulations, contracts, and grant agreements and other matters. The purpose of that report is solely to describe the scope of om testing of internal control over financial repmting and compliance and the results of that testing, and not to provide an opinion on the effectiveness of the City of McDonough, Georgia's internal control over financial reporting or on compliance. That repmt is an integral part of an audit perfmmed in accordance with Government Auditing Standards in considering City of McDonough, Georgia's internal control over financial reporting and compliance.

Overview of the Financial Statements

This discussion and analysis is intended to serve as an introduction to the City of McDonough's basic financial statements.

The City of McDonough's basic financial statements are comprised of three components: I) government-wide financial statements, 2) fund fmancial statements, and 3) notes to the financial statements. This repmt also contains other supplementaiy infonnation in addition to the basic financial statements themselves.

Government-wide financial statements (Primary Government). The government-wide financial statements are designed to provide readers with a broad overview of the City ofMcDonough's finances, in a mam1er similar to a private-sector business.

The statement of net position presents infonnation on all of the city 's assets and liabilities, with the difference between the two reported as net position. Over time, increases or decreases in net position may serve as a useful indicator of whether the financial position of the City is improving or deteriorating.

The statement of activities presents infmmation showing how the government's net position changed during the most recent fiscal year. All changes in net position are repo1ted as soon as the underlying event giving rise to the change occurs, regardless of the timing of related cash flows. Thus, revenues and expenses are repo1ted in this statement for some items that will only result in cash flows in future fiscal periods.

City of McDonough

Government-wide financial statements (Primary Government) (Continued). Both of the government-wide financial statements distinguish functions of the City that are principally supported by taxes and intergovernmental revenues (governmental activities) from other functions that are intended to recover all or a significant po1tion of their costs through user fees and charges (business-type activities). The governmental activities of the City ofMcDonough include general government, public safety and courts, highways and streets, parks and recreation, cemetery, community development, economic development, and code enforcement. The business-type activities of the City are water and sewer, solid waste, stonn water management, and the cemete1y enterprise fund. The activities of the Downtown Development Authority (Component Unit) are shown separately in the Gove1mnent-wide financial statements.

Fund financial statements. A fund is a grouping ofrelated accounts that is used to maintain control over resources that have been segregated for specific activities or objectives. The City, like other state and local governments, uses fund accounting to ensure and demonstrate compliance with finance-related legal requirements. All of the funds of the City of McDonough can be divided into two categories: governmental funds and proprietaiy funds.

Governmental funds. Governmental funds are used to account for essentially the same functions rep01ted as governmental activities in the goverrunent-wide financial statements. However, unlike the government-wide financial statements, govenunental fund financial statements focus on near term inflows and outflows of spendable resources, as well as on balances of spendable resources available at the end of the fiscal year. Such information may be useful in evaluating a government's near term financing requirements.

Because the focus of governmental funds is narrower than that of the government-wide financial statements, it is useful to compare the infonnation presented for governmental funds with similar information presented for governmental activities in the government-wide financial statements. By doing so, readers may better understand the long-tenn impact of the govenunent's near-term financing decisions. Both the governmental fund balance sheet and the governmental fund statement ofrevenues, expenditures, and changes in fund balances provide a reconciliation to facilitate this comparison between the two.

The City maintains six major goverrunental funds. The City's major governmental funds are the General Fund, two special revenue funds (1) the ARPA Fund and (2) the Hotel/Motel Tax Fund, the T-SPLOST Capital Projects Fund, and two SPLOST Capital Project Funds. Information is presented separately in the goverrunental fund balance sheet and in the governmental fund statement of revenues, expenditures, and changes in fund balances for al1 major funds.

The City of McDonough adopts an annual budget for all of its Govenunental Funds. Budgetary comparison statements have been provided for the General Fund beginning on page 22 to demonstrate compliance with the FY 2024 budget. A project length budget bas been adopted for each Capital Projects Fund and is presented in the individual fund financial statements.

Non-major special revenue funds, the Development Impact Fee Fund, and Urban Redevelopment Agency with budget comparisons are also presented in the individual fund financial statements.

Proprietary funds. Enterprise funds (a component of proprietaiy funds) are used to repott the same functions presented as business-type activities in the government-wide financial statements. The City uses enterprise funds to account for its Water and Sewer Fund, its Solid Waste Management Fund, its Storm Water Management Fund and its Cemetery Enterprise Fund. All of the City's enterprise funds are considered by the City to be major funds.

Proprietaiy funds provide the same type of information as government-wide financial statements, only in more detail. The proprieta1y fund financial statements provide separate information for each of the City's major funds.

Notes to the financial statements. The notes provide additional information that is essential to a full understanding of the data provided in the government-wide and fund financial statements.

Other information. In addition to the basic financial statement and accompanying notes, this report also presents certain other supplementaiy infonnation which consists of Combining Statements for Non-major Governmental Fund and Various Fund Budget Schedules.

Government-wide financial analysis (Continued)

As noted earlier, net position may serve over time as a useful indicator of a government's financial position. At June 30, 2024, the City's net position amounted to $138,524,421. The City's net position reflects its investment in capital assets $69, 176,418 (49.94 percent), less any related debt used to acquire those assets that is still outstanding. Capital assets are used to provide services to citizens and they are not available for future spending. Although the investment in capital assets is reported net of related debt, it should be noted that the resources needed to repay this debt must be provided from other sources, since the capital assets themselves cannot be used to liquidate these liabilities. Of the total net position, $38,813,146 (28.02 percent) is restricted for capital projects and other specified activities and $30,534,857 (22.04 percent) is umestricted and may be used to meet the government's ongoing obligations to citizens and creditors.

Financial Analysis of the Government's Funds

As noted earlier, the City of McDonough uses fund accounting to ensure and demonstrate compliance with finance related legal requirements.

Governmental Funds. The purpose of the City's governmental fund financial statements is to provide infonnation on near te1m inflows, outflows, and balances of spendable resources. Such info1mation is useful in assessing the city 's financing requirements. In particular, unassigned fund balance may serve as a useful measure of a government's net resources available for spending at the end of the fiscal year.

At June 30, 2024, the city's govemmental funds repmied combined ending fund balances of $65,642,860 an increase of $14,054,226 in comparison to the prior period. Of this amount, $23,879,490 (36.4 percent) is unassigned fund balance. A portion of fund balance is restricted to indicate that it is to be used for specified purposes: 1) to pay for capital items most of which is funded by the proceeds of the Special Purpose Local Option Sales Tax and Development Impact Fees, $36,926,083;

2) for Perpetual Care of the City's cemete1y, $42,784; 3) for Police Activities, $693,986; 4) ARPA projects, $262,1 19; 5) nonspendable amounts for prepaid items that are not available for current government's spending discretion, $953,295; 6) Cemetery Trust Corpus of $177,600; 7) budget appropriation for fiscal year 2025, $577,317; 8) the Stabilization Reserve of $1,712.131; (9) Economic Development of $357,676; and (10) Special Events of $60,379.

The General Fund is the City's chief operating fund. At the end of the current fiscal year, unassigned fund balance of the general fund was $23,879,490 while the total fund balance amounted to $27,479,909. As a measure of the general fund's liquidity, it may be useful to compare both unassigned fund balance and total fund balance to total general fund expenditures.

Unassigned fund balance represents 114.9 percent of the total general fund expenditures, while total fund balance represents

132.2 percent of that same amount.

During the current fiscal year, the fund balance of the City's General Fund increased by $3,391,380. General Fund revenues . increased by $2,251,430 or 10.2 percent. The increase in revenue was primarily the result of an increase in taxes, and interest income. General Fund expenditures increased by $1 ,061,315 or 5.4 percent. The increase in expenditures was primarily the result of an increase in Public Safety combined with a decrease in Capital Outlay.

Amounts received in ARPA proceeds are not recognized as revenues until they are spent, which is when they are considered earned. The City received ARPA proceeds in the amounts of $4,998,072 and $4,998,072 during FY 2022 and FY 2023, respectively. During the cun ent year ARPA proceeds of$1,964,677 were recognized as revenue.

The City received $2,468,331 in Hotel/Motel Tax revenues during FY 2024 and disbursed $1,079,895 to the McDonough Hospitality and Tourism Board, $1,083,436 to the City's general fund for product development and other purposes, and $305,000 to the Special Events Fund.

The City of McDonough received $6,563,729 in Special Purpose Local Option Sales Taxes (SPLOST V) during FY 2024 compared to $6,595,542 in FY 2023. During FY 2024, SPLOST and T-SPLOST funds of $2,083,357 were used for road, bridges, and sidewalks, $180,664 for cultural and recreation facilities, and $631,865 for public safety facilities and equipment.

The City also received Development Impact Fees during the year totaling $577,695. These funds can only be expended for the category of system improvements (public safety and parks). During FY 2024 this fund expended $693,605 for public safety, and $452,331 for parks. The fund balance of this fund at June 30, 2024 amounted to $2,556,875.

Proprietary funds. The City 's proprietary funds provide the same type ofinfonnation found in the government-wide financial statements, but in more detail.

Unrestricted net position (deficit) of the proprietary funds at the end of the year was $7,839,220 of which the Water and Sewer Fund had $5,612,939, Solid Waste Management Fund had ($60,393), the Storm Water Management Fund had $2,286,674, and the Cemetery Enterprise Fund had $0.

RECONCILIATION OF THE STATEMENT OF REVENUES, EXPENDITURES,

AND CHANGES IN FUND BALANCES OF GOVERNMENTAL FUNDS

TO THE STATEMENT OF ACTIVITIES

FOR THE YEAR ENDED JUNE 30, 2024

Net change in fund balances -- total governmental funds

Governmental funds report capital outlays as expenditures. However, in the statement of activities the cost of those assets is allocated over their estimated useful lives and rep011ed as depreciation expense:

Capital outlay Depreciation and amortization

The net effect of other miscellaneous transactions involving capital assets (i.e., sales, trade-ins, and donations) is to decrease net position. This is the net amount of capital assets donated and wdtten off:

Donated capital assets Transfer of asset to the Water & Sewer Enterprise Fund Other dispositions of capital assets

Revenues in the statement of activities that do not provide cunent financial resomces are not rep011ed as revenues in the funds. This is the difference between the beginning and ending unavailable revenue balances related to timing differences.

Proceeds from long-term debt obligations provide current :financial resources to governmental funds, but issuing debt increases long-te1m liabilities in the statement of net position.
