About this file
This document is an Addendum to an Invitation to Bid (RFP-81-26) issued by the Commonwealth of Kentucky's Department for Facilities and Support Services, Division of Engineering and Contract Administration, for the Methane Emissions Reduction Program (MERP) on behalf of the Kentucky Energy and Environmental Cabinet and Kentucky Division of Oil and Gas. The addendum pertains to Package MERP 1 for Jackson & Elliott counties, dated September 16, 2025, and specifically adds Attachment I - Plugging Instructions, which was inadvertently omitted from the initial bid package.
The Plugging Instructions provide detailed technical guidelines for well site preparation, well plugging procedures, and site restoration. Key steps include obtaining landowner access approval, constructing access roads, preparing and lining a pit, removing brush, extracting tubing and rods, handling uncemeted casing, establishing total depth, perforating casing if necessary, circulating cement to surface, cutting off casing, monitoring cement levels, removing and disposing of fluids, and fully reclaiming the wellsite according to the Scope of Work. The instructions are comprehensive and specify precise technical requirements for safely and environmentally responsibly decommissioning oil and gas wells.
