About this file
This is an Addendum to Justification and Approval (J&A) document supporting a sole-source contract award to Systems Plus, Inc. for mission-critical instructional and program support services.
The Department of State posted a Notice of Intent to SAM.gov seeking capability statements from interested sources to evaluate alternatives to sole-source procurement. The response period closed on August 5, 2026, yielding five capability statements from interested vendors. Upon evaluation against the Government's immediate and urgent requirements, the Department of State determined that while respondents demonstrated varying degrees of technical competency and some identified capabilities applicable to specific sub-elements of the work, none of the submissions provided sufficient information demonstrating the immediate capacity to mobilize, transition, and assume full performance within the compressed timeframe required while guaranteeing uninterrupted continuity of mission-critical services. The Government's bridge determination is based strictly on the immediate transition requirements, stringent continuity mandates, and the need to avoid an unacceptable, high-risk interruption to ongoing operations, rather than a permanent determination that other sources lack capability. The capability statements identified robust industry capabilities and market interest that will be incorporated into acquisition planning and market research for the anticipated competitive follow-on acquisition. The original justification for the sole-source award remains valid. The document includes certifications from a Technical/Requirements official and the Contracting Officer confirming the accuracy and necessity of the sole-source 12-month bridge contract determination.

ADDENDUM TO JUSTIFICATION AND APPROVAL (J&A)
Purpose: In accordance with Sections 6 and 10 of the approved J&A, this addendum documents the Government’s receipt and consideration of capability statements received in response to the Notice of Intent posted to SAM.gov.
Results of Notice: The response period closed on August 5, 2026. The Government received five
(5) capability statements from interested sources.
Government Consideration: The Department of State evaluated all five submissions against the immediate, urgent requirements detailed in this justification. The responses demonstrated varying degrees of capability relevant to the overall requirement. Certain respondents identified capabilities applicable only to specific sub-elements of the work or expressed interest primarily in the anticipated competitive follow-on acquisition.
While some sources demonstrated broad underlying technical competencies, none of the capability statements provided sufficient information demonstrating the immediate capacity to mobilize, transition, and assume full performance within the required compressed timeframe while guaranteeing uninterrupted continuity of mission-critical instructional and program support services.
The bridge determination is based strictly on the immediate transition timeframe, stringent continuity mandates, and the overarching need to avoid an unacceptable, high-risk interruption to ongoing mission-critical operations, rather than a determination that other sources permanently lack the capability to perform the work.
Conclusion: The original justification for a sole-source award to Systems Plus, Inc. remains valid. The capability statements successfully identified robust industry capabilities and market interest, which will be actively incorporated into the Government’s continued acquisition planning and market research to optimize strategies for the competitive follow-on acquisition.
The detailed technical evaluation is documented in the acquisition file.
