About this file
This document is Addendum II to Request for Proposal (RFP) #24025 issued by the Unified Government of Athens-Clarke County (ACCGov) for a Unified Pay Plan Classification and Compensation Study. The study will address the need to reset job descriptions to shorter lengths, use consistent language, map minimum requirements, review ADA compliance, and better format job descriptions to align with new performance evaluation core competencies. ACCGov is seeking a qualified partner to carry out this comprehensive review and update of approximately 400 job descriptions across the organization.
The RFP outlines details such as the types of positions considered "executive" (Charter Officers, Elected/Appointed, Department Directors, and public safety number two level/appointed roles), the current state of job documentation (well documented but needing updates), and the anticipated effort required for tasks like reviewing job descriptions and compensation data. ACCGov has defined ideas about the desired format and requirements, and is open to approaches that allow for defensible and equitable pay either within the traditional classification system or alternative methods.

ADDENDUM II
DATE: October 27, 2023
TO: ALL PROSPECTIVE BIDDERS
FROM: Angie Perteet, Senior Buyer
RE: ADDENDUM II, RFP # 24025 - ACCGov Unified Pay Plan Classification and Compensation Study
Pursuant to RFP # 24025 the following information is provided:
1. QUESTION: Why is a list of Current Project Assignments being asked in 4.a? Specifically, what information is being requested for this question?
ANSWER: ACCGov is aware of high demand for requested services and the need for a partner who is able to assign sufficient, qualified resources. We prefer that vendors be realistic and transparent in their proposal about their ability to be responsive to the needs of this project. For each of the key individuals proposed for the ACCGov project, please provide a list of any other projects that they are anticipated to be managing during the time when they are proposed to work on the ACCGov project. A brief description of the project that provides a sense of each project’s scope and level of demand for the key individual proposed for the ACCGov project.
2. QUESTION: What is the list of job titles/classifications in scope for this RFP?
ANSWER: We provided a list of all job titles/classifications with the RFP Documents, all of which are included in the scope of the project. HR capacity and need to have reset to shorter Job
Descriptions, consistent language, mapping of minimum requirements, review of ADA requirements, and better format to map to new performance evaluation core competencies. We have been doing some of this over time, but need to move the needle more quickly. Many Job
Descriptions have grown in length and detail over time, particularly in essential duties which needs to be addressed.
3. QUESTION: Which titles/classifications are considered executive?
ANSWER: Charter Officers, Elected/Appointed, Department Directors and number two positions, and likely public safety positions that are at number two level and/or appointed levels.
4. QUESTION: For Job Evaluation and Job Descriptions, what is your current state of job documentation? Approximately what % of jobs are well documented and what % needs to be reviewed?
ANSWER: All are well documented but need the following: refreshed format to include new performance evaluation core competencies, review to ensure consistent language of minimum requirements, review of ADA requirements. Many Job Descriptions have grown in length and detail over time, particularly in essential duties which need to reflect best practices.
5. QUESTION: In Job Evaluation Tasks b. and d., approximately how many meetings/hours do you anticipate being needed to complete?
ANSWER: Review of CPQs, culling of essential duties in the JDs that have inappropriately grown in number over time, review of minimum requirements and ADA requirements, reformatting for 400 job descriptions. This may require significant hours and at least three meetings but JDs are well documented and ACCGov has defined ideas about format and what is needed.
6. QUESTION: • What compensation data do you use? Do you participate or purchase in reliable, relevant data sources? If so, what are they?
ANSWER: Traditional market survey data of comparable jurisdictions, general internet. We do not currently purchase market data but have need for such as well as a plan design that allows response to market pressures for specific jobs without undermining or unwinding the classification system. ACCGov is open to approaches that allows for defensibility and equitable pay either within the traditional classification system or alternative.
7. QUESTION: How do you do job evaluation now? Are there systems, methodology, and/or data you use today? Do you find them reliable and relevant? If so, what are they?
ANSWER: Point factor analysis and whole job ranking, market data survey of comparable entities and competitors, relationships of jobs or treatment of positions specific to ACCGov.
While we maintain the system and employee pay, we experience pressures to conduct one-off market surveys for functions in crisis in between studies. ACCGov needs ways to respond more quickly to specific pressures without risk of unduly compromising internal equity, or
“unwinding” the classification system.
For example, our transit department competes locally with the University of Georgia and the
Clarke County School System. We cannot hire qualified skilled trades like mechanics, electricians. CDL drivers and heavy equipment operators across multiple departments are extremely hard positions to fill.
In short, our methods are sound and reliable, and work well to maintain internal equity, and generally maintain external equity to the market. However, there is inflexibility and limitations, perhaps dated approaches that frustrate effective recruitment and retention in an environment of what is expected to be some level of permanent labor shortage.
8. QUESTION: What is the budget for this work over the life of the project? Does it vary per year? Given the extensive scope of critical requests, the not to exceed will likely be a challenge if all activities are successfully developed/delivered.
ANSWER: ACCGov understands this, and in the wake of what can be accomplished, may seek a separate contract for ongoing services. We ask that you price per section/dimension of services so that there is ability to carve out lower priorities as needed.
