About this file

This document is Addendum I for IFB #25-35-SO Small Tactical Robot issued by Cumberland County, North Carolina, which provides a questions and answers document related to a tactical robot procurement. The addendum addresses three key vendor inquiries, including confirmation that the county will purchase the robot and handle repairs internally, seeks clarification on mandatory specifications like the Carbon Firing system and two-year warranty, and confirms that the bid is specifically for a Bomb Squad robot and not related to a separate SWAT team robot project. The county encourages potential bidders to submit competitive bids that contain the preferred listed specifications.

The addendum does not provide detailed pricing, set-aside information, or specific funding sources. However, it demonstrates the county's approach to vendor communication during the procurement process, indicating transparency and willingness to engage with potential bidders. The document emphasizes that this solicitation is solely focused on acquiring a robot for the Bomb Squad's use, and vendors are explicitly permitted to share the project details with their vendors. The county maintains a neutral stance on whether a specific vendor should submit a bid, instead encouraging submissions that meet the outlined specifications.

Addendum I Questions/Answers

(County responses and changes are in red)

Questions/Answers

1. For the Tactical Robot your team is looking for, would your team only want to purchase the robot and handle repairs internally?

Yes, the County will handle the robot purchase and the team will handle any repairs as necessary.

2. As we reviewed the bid’s mandatory specifications, we noted a requirement for a Carbon Firing system on the robot—a feature we hadn’t previously discussed. We also observed other “required” items, such as a two-year warranty.

Could you please confirm whether these are firm requirements for this solicitation? If so, would you prefer that we withhold our bid, or should we submit it and clearly indicate any specifications we cannot meet?

Additionally, could you clarify whether you intend to procure a single robot for both the bomb unit and the SWAT team, or two separate robots—one of which would be our platform for Lt.

Fermin’s project (separate from this bid)?

To be competitive, the bid, if submitted should contain the preferred listed specifications. I cannot advise if your company should or should not submit a bid. This IFB request is solely for the purchase of a robot overseen by and for Bomb Squad use and is not related in any way to the SWAT team’s robot project.

3. Can I share this project with our vendors?

Yes.
