About this file
This is Addendum Number 1 to an Invitation to Bid (ITB GS 25 26 48) issued by the Florida Department of Agriculture and Consumer Services for New Boardwalk Construction Services at Myakka State Forest. The addendum provides responses to 15 written questions submitted by bidders prior to the January 12, 2026 question deadline. The original solicitation requires construction of an approximately 610-foot composite boardwalk with associated infrastructure including treated wood piles, composite decking, ADA-compliant benches, observation decks, guardrails, interpretive signage, and erosion control measures. An additive alternate includes an ADA-compliant parking area with a 40-linear-foot culvert and parking spaces. Sealed bids are due January 29, 2026, at 5:00 PM, with public bid opening on January 30, 2026, at 10:00 AM. The construction period must be completed with punch list items and final invoicing by August 31, 2026, due to the Department's funding timeline.
Key clarifications provided in the addendum address contractor responsibilities for permits (the contractor obtains all relevant permits; the Department has already obtained an Environmental Resource permit and confirmed no USACE permit is required), material specifications (stainless steel Type 316 hardware is required unless otherwise noted; galvanized hardware is acceptable only where explicitly identified on drawings; comparable substitutions are permitted where specified materials are unavailable), construction specifications (pile installation must achieve both minimum 10-foot embedment depth and practical refusal criteria; any deviation requires Engineer approval), and project deliverables (no As-built Plans are required; the Department provides signage and the surveyed boardwalk layout in the design plans). The award will be based on Section 4.19 criteria, with bid bond requirements and bond guarantees referenced in Sections 4.13 and 4.14 of the original ITB, and insurance requirements specified in Section 5.15.

SOLICITATION NUMBER: ITB GS 25 26 48
SOLICITATION TITLE: New Boardwalk Construction Services - Myakka State Forest
Question Number Question Answer
What permits will be required for the contractor to obtain?
The contractor is responsible for obtaining all relevant permits to fully complete this project.
The Department has obtained an Environmental Resource permit from the Southwest Florida Water Management District. And the Department obtained a letter from United States Army Corps of Engineers (USACE) stating that a USACE-issued permit is not required.
2 Will the award of the contract be based on the base bid only or the combination of base bid and alternate bid?
Please refer to Section 4.19 – BASIS OF AWARD of this ITB, located on page 13.
3 Will the State be providing signage to the contractor for installation, or is the contractor responsible for obtaining? If so, how do we know the size of the sign and information required?
The Department’s Florida Forest Service will provide the signage and future installation. The contractor will use the design plans as a guide for providing the appropriate locations of mounting material.
4 Will the State be providing the surveyed layout of the boardwalk and parking area? Please refer to APPENDIX I – DESIGN PLANS.
5 Will there be required Asbuilt Plans to be done by the contractor upon completion?
No. The contractor is not required to provide Asbuilt Plans at the completion of the project.
Do you have details on the size of splice blocks needed for the interior joists and how they will be attached?
Interior joist splices shall be constructed using full-depth splice blocks matching the joist size, installed tight to the joint and fastened to each adjoining joist in accordance with AWC NDS-2023 requirements for wood-to-wood structural connections.
No separate splice detail is provided, as these connections are considered conventional wood framing governed by the General Structural Notes and applicable code standards. Contractor shop drawings shall indicate splice configuration and fastening for Engineer review prior to installation.
Confirm bid bond requirements. Please refer to Sections 4.13 – BID BOND GUARANTEE and 4.14 – BOND
REQUIREMENTS of this ITB, located on page 11.
8 Can approved substitutions be made for the guardrail cap material? The current 2x8 WEARDECK profile is not available.
Where the specific materials from the design plan are not available, the contractor may use a Department-approved comparable substitution.
Can you confirm the number of kiosks to be included?
Please refer to the Department’s answer to Question #4.
There is only one kiosk at the start of the boardwalk. This is different from the mountings for signage mid-walk and at the observation deck.
Is galvanized hardware acceptable?
The default hardware material for this project is stainless steel.
• All exterior and exposed hardware shall be Type 316 stainless steel, unless specifically noted otherwise on the plans.
• Galvanized structural bolts and hardware are acceptable only where explicitly noted on the structural drawings or details.
References to galvanized hardware apply only to those locations where such hardware is clearly identified. Where stainless steel is required, it shall govern.
Are locking nuts required?
Lock nuts are not required unless specifically noted on the plans. Standard hex nuts with flat washers are acceptable, provided all bolted connections comply with applicable ASTM standards and AWC NDS-2018, including minimum thread projection beyond the nut.
Locking nuts may be used as an acceptable alternate, provided material compatibility and corrosion resistance requirements are maintained.
What is the required procedure if minimum embedment is achieved but the required resistance is not met?
Pile installation shall satisfy both of the following requirements:
1. Minimum embedment depth shown on the plans (10'- 0" minimum), and
2. Practical refusal, defined as 20 blows per inch or less than 1-inch penetration, with rebound less than 1/4 inch per blow.
If practical refusal is encountered prior to achieving minimum embedment, or if minimum embedment is achieved without meeting refusal criteria, pile installation shall cease, and the condition shall be reported to the Engineer of Record.
Any corrective action (continued driving, pre-drilling, alternate installation method, or modification) shall be engineer-directed. Field adjustments without Engineer approval are not permitted.
13 Please clarify the anticipated duration of construction and whether bidders should assume a reasonable construction period upon issuance.
The Construction period must be completed (along with punch list items) and a final invoice submitted by August 31, 2026. This is due to our funding timeline.
Please confirm required insurance coverage. Please refer to section 5.15 – INSURANCE REQUIREMENTS of this ITB, located on page 19.
Please confirm whether standard marine-grade timber piles treated with CCA 2.5 pcf is acceptable.
Please refer to the Department’s answer to Question #4.
Contractor should adhere to the design plans as closely as possible when considering materials. If specific materials from the design plan are not available, the vendor may use a comparable substitution.
