Addendum from Webinar held Wednesday 24th of May, 2017- Q: How is the Veterans Federal Procurement Entrepreneurship Training Program (VFPETP) different than Procurement Technical Assistance Centers (PTACs)?

A: As indicated in pages 5-6 Section 1.4, the Interagency Task Force (IATF) for Veteran Small Business Development continues to seek improvements in business development and resources for SDVOSB and VOSB pursuing federal procurement opportunities. The IATF is aware of all the organizations that currently provide procurement assistance and endeavors to solve enduring barriers for SDVOSB and VOSB. PTACs remain a vital partner in this effort. With this funding opportunity, SBA intends to identify an awardee that provides a program that addresses the particular needs of SDVOSB and VOSB and has measured the outcomes identified in page 7 Section 3.2 for businesses that have participated in the program and is complementary, not duplicative, of existing programs.

Q: For the eligibility of resource partners:

A: SBA resource partners (Veterans Business Outreach Centers, SCORE, America’s Small Business Development Centers, Association of Women’s Business Centers), both national organizations and individual centers, are ineligible to compete for this funding opportunity. However, organizations that host resource partners, and meet the eligibility criteria in page 7 Section 3.2, may apply.

Q: Please elaborate on the 20% limitation for subcontracts/consultants under this funding opportunity.

A: Small Business Administration general terms and conditions for awards state:

“This Award may not be sub-granted, either in whole or in part, to one or more third parties. You also may not act as a pass-through or fiscal agent channeling award funds to other parties. You may contract with other parties for the performance of project support functions or services. However, you may not contract out more that 20 percent of this project to other parties (as measured by Project Funds). You also may not contract out the overall administration or day-to-day management of this project to any other party.”
