About this file
This document is an Addendum (No. 4) to an Invitation to Bid (RFB-23-26) issued by the Commonwealth of Kentucky's Department for Facilities and Support Services, Division of Engineering and Contract Administration, for Sewer Upgrades Phase 3 at the Wastewater Treatment Plant located at Carter Caves State Resort Park in Olive Hill, Kentucky. The official bid date has been moved to September 17, 2025, at 1:30 P.M. Eastern Time, with additional specifications and clarifications provided for potential bidders. The addendum includes detailed responses to two key questions from prospective submitters regarding temporary chlorine line requirements and excavation expectations.
The addendum specifies that contractors cannot impact the Wastewater Treatment Plant (WWTP) in a way that would cause a KPDES permit violation and must provide alternative disinfection methods if normal operations are interrupted. Regarding excavation, the owner will not provide an allowance for rock removal or unsuitable soils, instead directing bidders to consult the Geotechnical Report in Appendix A for risk assessment. The project involves specific technical considerations for chlorine dosing lines, disinfection methods, and site-specific excavation challenges, with an emphasis on contractor flexibility and coordination with park staff.

Questions Answers
1. What type of material and size is required for the temporary chlorine line? Does the temporary line need to be buried? If so, is there a detail on how to connect to the existing effluent structure?
The Contractor cannot impact the WWTP in such a way that causes a KPDES permit violation. A means for disinfecting and dechlorinating (if needed) needs to be provided if normal disinfection operations at the
WWTP are inhibited, stopped, or interrupted. This can be temporary UV disinfection, chlorine tablets with dechlorination, point of use liquid sodium hypochlorite with dechlorination, point of use peroxyacetic acid (PAA), underground or above ground temporary 2” PVC chlorine dosing line. If using 12.5% sodium hypochlorite the line does not need to be buried as the freezing point is approximately -15 degrees Fahrenheit. The contractor can choose to bury if desired. Contractor should coordinate with Park staff for application of liquid at existing tie in point at effluent structure.
2. The specification calls for unclassified excavation. A significant amount of rock is expected to be encountered according to the
Geotech Report along with potential unsuitable soil and groundwater. Would the owner/engineer entertain an allowance to cover any rock removal/structural remediation for unsuitable soils.
No allowance will be provided for rock removal or for unsuitable soils. There is a Geotechnical Report in Appendix A to aid with decision making and risk assessment.
