About this file

This is Addendum No. 1 to an Invitation to Bid issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Parrot ANAFI UKR GOV Unmanned Aerial Vehicle (UAV) kits under Solicitation No. FWC 25/26-35. The addendum addresses clarification questions submitted by prospective bidders regarding the scope of work specifications. The procurement requires vendors to provide comprehensive UAV kits including the Parrot ANAFI UKR GOV UAV, Skycontroller UKR, Samsung Tablet, smart battery, USB Power Delivery charger, cables, transport hard case, two additional batteries, and one propeller set per kit. A mandatory pre-bid conference was held on November 25, 2025, with written questions due by December 3, 2025. All responses to the solicitation must be received by 2:30 PM ET on Friday, December 12, 2025, at which time a public bid opening will occur at the Commission's Tallahassee office located at 1875 Orange Avenue East. The anticipated award date is December 16, 2025, and the contract term extends three years from purchase order issuance, with delivery required within 60 days.

The addendum contains a single question and answer clarification regarding the Samsung Tablet specifications required in the UAV kit. The FWC confirmed that the tablet is a Samsung device included in the drone kit with the Skycontroller UKR and that no additional software or applications require pre-loading prior to delivery. Vendors must be registered in MyFloridaMarketPlace and SunBiz prior to bid opening and must certify that UAV components are not produced by manufacturers from "Foreign Countries of Concern" as defined by Florida Statute 286.101(1)(b). Bidders are required to provide a minimum of three verifiable references for similar projects and must submit pricing for complete UAV kits, individual batteries, and propeller sets. The contract will be awarded to the responsive, responsible bidder submitting the lowest total price, with no specific budget range disclosed in the procurement documents.
