About this file
This is an Addendum to RFP 200000001072 issued by the State of Michigan. The addendum addresses procedural requirements for bid submission and is intended to mitigate technical issues that have historically prevented bids from reaching proposal evaluators through the SIGMA VSS system. Bidders are encouraged to submit their proposals through one of two alternative methods: emailing proposal documents directly to zanettia@michigan.gov or emailing a screenshot providing proof of submittal through SIGMA VSS to the same email address. Both submission methods must occur before the proposal deadline closes.
The state emphasizes that failure to email proof of submittal or proposal documents as outlined may result in proposals not being reviewed in the event of a technical error with the SIGMA VSS platform. This precautionary measure is intended to ensure all bids are received and evaluated despite past system vulnerabilities.

Addendum - RFP 200000001072
In the recent past, the State has seen issues with bids not flowing through to proposal evaluators after vendors post bids through SIGMA VSS.
Out of precaution, and to ensure all bids are received, it is being encouraged that bidders either:
1. Email their proposal documents to zanettia@michigan.gov, or
2. Email a screenshot of proof of submittal through SIGMA VSS to zanettia@michigan.gov
Please be aware that either of these precautions still should be done before the proposal deadline closes. Declining to email proof of submittal or proposals as indicated above may lead to proposals not being reviewed in the event of a technical error.
