About this file

This document is an Addendum for Contractor Security Investigation Processing from the National Weather Service – Western Region, dated July 29, 2024. The addendum provides detailed instructions for contractor personnel seeking access to a federally-controlled facility for a low-risk, non-IT service contract lasting more than 180 days. Key requirements include designating 1-3 personnel who must submit security investigation documents within five business days of contract award, complete a Tier 1 Investigation, and obtain Homeland Security Presidential Directive 12 (HSPD-12) credentialing with a Common Access Card (CAC).

The procedure requires contractors to submit specific documents including a DOC Security Coversheet, OF-306 Declaration for Federal Employment, fingerprint cards, and an applicant resume. Foreign nationals with less than 3 years of U.S. residence must submit additional documentation. The government will initiate the security investigation at no cost to the contractor, but contractors are responsible for associated travel and paperwork expenses. Applicants cannot begin work without favorable investigation results, though in urgent cases, they may be escorted by a government representative. The HSPD-12 CAC ID badge is valid only for the current contract period and must be renewed annually, and all government-issued identification must be returned upon contract completion or termination.

ADDENDUM A – CONTRACTOR SECURITY INVESTIGATION PROCESSING

Non-IT, Unclassified, Low-Risk, More Than 180 Days

1. PURPOSE

This purpose of this document is to provide instruction to Government and Contractor personnel (“Applicants”) responsible for administering contracts designated as a low-risk, non-IT service contract, with personnel who will be affiliated with the Department of Commerce (DOC) for 180 days or more and requires Contractor personnel to be granted unsupervised access to perform work at a federally-controlled facility.

2. REQUIREMENT

This designation requires a minimum of a Tier 1 Investigation with Homeland Security Presidential Directive 12 (HSPD-12) credentialing. “Credentialing” is the process of receiving a Common Access Card (CAC) with Photo ID.

The Contractor shall designate at least one, but no more than three, personnel to work at the site. These personnel shall submit the required documents to initiate their security investigation within five business days of contract award. Each Applicant must have 2 original identity documents, a valid email address, and access to a computer with an internet connection.

Applicants with pending security investigation results may not commence work on site unless explicitly informed in writing by the Contracting Officer that they may proceed.

Applicants that do not receive a favorable result will not be permitted to continue work on the site.

The cost of the Applicants completing the required paperwork, including time and travel expenses to travel to a location authorized to perform fingerprinting and to issue an ID badge, is borne by the Contractor. Costs incurred to perform the investigation and to issue the ID badge are borne by the Government.

3. ATTACHMENTS

The following documents are attached to this Addendum for use by Applicants, as required in order to initiate a security investigation.

• DOC Security Coversheet/Investigation Request

• OF-306 Declaration for Federal Employment

• List of Acceptable Identity Documents (for reference, required to obtain ID badge)

• INV Form 86C Special Agreements Check (SAC) o For use only by Foreign Nationals with less than 3-years-out-of-5 residence in the U.S.

• CD591 DOC Personal Identity Verification (PIV Request) o To be completed by the Government

4. PROCEDURE

To initiate the investigation, the Applicants shall submit the following completed documents to the government Contracting Officer or other designated government representative (“Sponsor”). All information must be filled in completely and be legible – it is strongly preferred that the Applicant type the responses. The Sponsor will send the Applicants a request to upload the files to Kiteworks, a secure file collaboration tool; the documents must not be sent through unencrypted email. The documents must be uploaded as separate files – do not combine into a merged PDF.

• DOC Security Coversheet/Investigation Request

• OF-306 Declaration for Federal Employment

• Fingerprint cards o Must be either SF-87 or FD-258 o Obtained by Applicant at place of fingerprinting at the Contractor’s own cost

• Applicant Resume

• Foreign Nationals with less than 3-years-out-of-5 residence in the U.S. must also submit the SAC form (INV Form 86C)

Upon receipt of the required documents, the Government will initiate the security investigation in the National Background Investigation Services (NBIS) system. The investigation is at the cost of the Government.

In some circumstances, performance of the contract must begin immediately upon contract award. In these cases, at the discretion of the Government, the Contractor may be able to begin work on site prior to completion of the security investigation. In such cases, Contractor personnel must be escorted by a government representative while on site.

Upon completion of the investigation, the Applicant will be notified of the result. For favorable determinations, the Sponsor will notify the Contractor and Applicant of the approved date to start work on site unescorted. The Sponsor will also initiate the HSPD-12 Credentialing procedure to assign the Applicant a CAC ID badge. This procedure requires that the Applicant register in MP ICAM1, an online web portal that allows applicants to request a credential. Upon approval of the credential, the Applicant will have to visit a RAPIDS Site2 with their 2 original identity documents in order to have their photo taken and receive the CAC ID badge. The ID badge will be handed to the Applicant at that time.

5. RENEWAL

The HSPD-12 CAC ID badge is valid only for the current period of the contract, excluding option periods. The ID card must be renewed annually prior to expiration of the contract. To renew the ID card, the Applicant must visit a RAPIDS location to have their photo retaken and a new card issued for the next period of performance.

● When no longer needed for contract performance

● Upon completion of Contractor personnel’s employment

● Upon contract completion or termination, when a follow on contract is not awarded or reasonably anticipated

Failure to comply with the return of government-issued identification may result in delay of final payment.
