The solicitation is a Lowest Price Technically Acceptable (LPTA) procurement set aside for small businesses under NAICS code 323120, with a performance period from 01 June 2025 to 31 May 2026.

Evaluation will focus on two primary factors: Past Performance and Price. 52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES (NOV 2021)

II. Addendum to FAR Clause 52.212-2 Evaluation – Commercial Products And Commercial Services

Evaluation Factors for Award

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers:

1. Basis for Contract Award. This is a Lowest Price Technically Acceptable source selection conducted in accordance with Federal Acquisition Regulation (FAR) 13, Simplified Acquisition Procedures, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS).

The Simplified Acquisition Procedure authorized under FAR Subpart 13.5 is applicable to this acquisition. Award will be made to a single offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose offer is technically acceptable, conforms to the solicitation requirements, and whose offer, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the lowest price.

2. Award for All of the Work. The Government intends to award one Firm Fixed Price Contract. Quotes received for less than the stated number of items listed in the Price Schedule will be considered ineligible for award. The Government intends to evaluate quotes and award a contract without discussions with offerors. Therefore, the offeror's initial quote should contain the offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

3. Evaluation Criteria. Past Performance Evaluation. The recency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance shall be considered.

Evaluation criteria consist of factors. The quotes will be evaluated under two (2) evaluation factors: Past Performance and Price.

4. Factor 1 – Past Performance. Please provide proof of expertise of past performance. Past performance will be evaluated on recency and relevance. The vendor will provide examples of fine-craftsman handiwork (Not Machined) and proof of custom hand-binding experience for the USMA Library to evaluate. See Sections 1.3.1., 1.3.2.,1.3.3.1 of the Performance Work Statement (PWS).

Past Performance must be both recent and relevant. To be recent, the effort must be ongoing or must have been performed during the past three years from the date of issuance of this solicitation. To be relevant, the effort must be similar in nature of work, size, and complexity.

Factor 2 – Price. Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106-3(a). Through these techniques the Government will determine whether prices are reasonable.

5. Notice of Award. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

IN ORDER TO BE CONSIDERED FOR AWARD, PAST PERFORMANCE MUST BE

EVALUATED. PLEASE PROVIDE PAST PERFORMANCE PROOF OF EXPERTISE (See Sections 1.3.1., 1.3.2.,1.3.3.1 of the Performance Work Statement (PWS)). ON OR BEFORE THE
