About this file

This document is an addendum containing instructions to offerors for commercial products and commercial services solicitations (FAR 52.212-1, September 2023 version).

The addendum establishes submission requirements and evaluation criteria for offers. Awards will be made to the responsible offeror whose conforming offer is most advantageous to the Government, considering price and other factors. Offerors must submit signed and dated offers by the deadline specified in the solicitation and must consent to all solicitation requirements, terms, conditions, representations, and certifications. Failure to meet requirements may result in non-responsive determinations. At minimum, offers must include: the solicitation number; receipt deadline; offeror name, address, and phone number for both company and representative; technical description of items offered with sufficient detail to evaluate compliance; express warranty terms; itemized price breakdown; total price and discount terms; remit-to address if different from mailing address; current SAM.gov registration information including mandatory CAGE Code and optional DUNS number; acknowledgment of solicitation amendments; and past performance information when included as an evaluation factor, including recent and relevant contracts for similar items with contract numbers, points of contact, and telephone numbers. Offers lacking required representations, information, or those rejecting solicitation terms may be excluded from consideration. Offerors must hold prices firm for 60 calendar days from the offer receipt date unless another period is specified in an addendum. Vendors may provide extended time at their discretion, and offers must clearly display the expiration date.
