About this file

This is Addendum #4 to RFP #20-005-651 issued by the Wayne County Regional Educational Service Agency (WCRESA) on behalf of a consortium of Michigan school districts and educational service agencies seeking data center equipment. The RFP solicits pricing for servers, storage area networks (SANs), Cisco switches, and related hardware and software components to support multiple districts with varying configurations and expansion capabilities. The appendix specifications serve as the primary source document for equipment requirements, and bidders may submit partial bids. The original proposal deadline was April 3, 2020, with electronic submissions accepted due to COVID-19 restrictions. Multiple vendors may be awarded under this RFP, and participating districts include WCRESA, Grosse Ile Public Schools, Gibraltar School District, Hamtramck Public Schools, Melvindale-Northern Allen Park, Westwood Community Schools, Lincoln Park Public Schools, Crestwood School District, Southgate Community Schools, Romulus Community Schools, South Redford School District, Livingston Educational Service Agency, Brighton Area Schools, Hartland Consolidated Schools, Fremont Public School District, Tecumseh Public Schools, Copper Country ISD, Monroe ISD, Genesee Intermediate School District, Mason Consolidated Schools, Shiawassee Regional ESD, and Marquette-Alger RESA, with provisions for additional agencies to join later.

The addendum clarifies that equipment specifications may include alternative manufacturer solutions where applicable, specifically permitting non-Cisco switch alternatives, Supermicro servers, and both Intel Cascade Lake Refresh and AMD Rome CPUs as alternates, provided servers meet VMWare 6.7 Hardware Compatibility List requirements. Three and five-year support options are required for SAN equipment, and fibre channel cards must be quoted separately. Warranty options should include optional memory and network cards in addition to minimum server configurations. This is a hardware, software, and maintenance bid only; professional services quotes and hourly rates are not required. Bidders should provide multiple SAN expansion shelf and drive cost options to accommodate the consortium's varying district sizes and unique configurations, with one example noting approximately 750 TB disk space capacity needed for 752 cameras with 30-day retention across the current environment.

Addendum #4 RFP #20-005-651 Data Center Equipment

1. The appendix on page 28 is not consistent with the specs from Section II. DATA CENTER

EQUIPMENT SPECIFICATIONS: Which one should be used?

Use appendix as the primary source. Add any missing or alternative configurations to appendix.

2. SAN section – Additional space options are listed on page 28 but not size or number of drives. What capacity are you looking for?

The bid specs are for numerous districts. They are looking for options and expansion capabilities.

3. SAN section - are 3 and 5 year support options required as with the servers?

Yes

4. Is the warranty option request for servers based on the minimum configuration of the server?

Include optional memory and network card in warranty.

5. In the Server section, are the fibre channel cards required to be quoted separately?

Yes

6. Regarding the Cisco switch requirements, are you open to alternative manufacture solutions?

No

7. Regarding servers, are they open to Supermicro servers? Supermicro servers provide more density, compute, performance, product longevity, power & cooling savings, configurability and competitive pricing.

Other brands are OK to bid with as long as they are on VMWare’s Hardware Compatibility (HCL) for VMWare 6.7

8. Regarding Intel XEON CPU’s are they open to Intel refresh CPU’s? Cascade Lake Xeon Refresh CPU’s deliver more performance. We have Cascade Lake Refresh CPUS serves available and ready to ship.

The refresh CPU’s are the same price but provide more performance, cores and frequency.

Yes we are open to alternatives. List them as an alternate. This can affect software licensing for some customers.

9. Are they open to AMD Rome CPU’s? We have AMD ROME CPU servers and systems available and ready to ship. AMD ROME CPU’s provide 64 cores per socket and support PCI- Gen4 architecture. We have these solutions ready to ship also.

List as an alternate. Some districts may be interested.

10. Is there a specific server qty needed per school?

No

11. Can you confirm which districts we need to account for on the below (list of districts continued below)?

Location* Wayne County RESA (WCRESA) Grosse Ile Public Schools Gibraltar School District Hamtramck Public Schools Melvindale-Northern Allen Park School District Westwood Community School District Lincoln Park Public Schools Crestwood School District Southgate Community Schools Romulus Community Schools South Redford School District Livingston Educational Service Agency Brighton Area Schools Hartland Consolidated Schools Fremont Public School District Tecumseh Public Schools Copper Country ISD Monroe ISD Genesee Intermediate School District Mason Consolidated Schools (Monroe) Shiawassee Regional ESD Marquette-Alger RESA *Other agencies/school districts may join the Consortium at a later date

We don’t know.

12. Given the recent lockdown announcement by the Governor, will you consider electronic submission only?

If not, are you open to any of the following:

a. Non-wet signatures (scan/copy of signature)

b. Pictures of documents with notarized seal

(Concern here that there’s going to need to be a lot of mailing of things around (since we’re under law to not be driving) and there will not be sufficient time to get everything together and mailed to you by noon 4/3/20.)

I have heard some sites are closed and not receiving shipments, Can you please confirm the address for proposal delivery is 33500 Van Born Road Wayne, Michigan 48184-2497 if physical proposal is still a requirement?

On Tuesday, March 24, 2020, Addendum #3 to the above-mentioned proposal was posted to https://www.resa.net/services/purchasing/rfp/ and the State of Michigan’s SIGMA Vendor Self Service website (https://sigma.michigan.gov/webapp/PRDVSS2X1/AltSelfService). Please review addendum #3 in its entirely for full information; however, due to the recent government regulations in response to COVID-19, electronic proposal are accepted for this RFP.

Requirements for notarized documents are further described in Addendum #3 to this RFP

13. Will you be awarding multiple vendors?

Per #2, Section D (Evaluation of Proposals and Award, page 8) of the RFP, Wayne RESA reserves the right to determine whether particular Suppliers have the basic qualifications to conduct the desired service for the organization. This award scenario may result in awards to more than one

(1) supplier.

14. Is it okay to submit a partial bid?

Yes

15. Proposed section 2.0 asks for “how services will be provided” and “methodology for solution delivery” however, there is no other mention of professional services in the document. Do you need a professional services quote for each component with a statement of work? If so, there are too many unknown variables to provide this quote. Are you looking for an hourly rate? Or are you only looking for pricing for the hardware and software specified in your pricing chart on attachment #2?

This is a hardware, software and maintenance bid only.

16. For Servers you specify a request Dell and HP. Will you consider other manufacturers?

Other brands are OK to bid with as long as they are on VMWare’s Hardware Compatibility (HCL) for VMWare 6.7 https://www.resa.net/services/purchasing/rfp/ https://sigma.michigan.gov/webapp/PRDVSS2X1/AltSelfService

17. ……As you are aware, video environments are unique and to size accordingly is a challenging venture hence…..

below is an EXAMP{LE of the data points needs to accurately size/scope a response….

Example of Customer Provided Sizing Parameters

• Ingest Bandwidth

• Camera Counts by Resolution

• 393 – 1280x960 – 1.22 MP cameras

• 279 – 1920x1080 – Full HD cameras

• 80 – 2600x1950 – 5 MP cameras

• Frame per Second

• Provided with 30 frames per second

• Retention in Days

• Provided with 30 days retention

• Recording period per day

• Provided with 24 hours a day recording – Recording % = 100

• Compression and Quality

• Most cameras operating with H.264 Compression – but quality not explicitly defined – we will model with various qualities

• Motion %

• Its not really possible for a customer to determine and actual value for Motion % for each camera, so we model various realistic values and establish MAX Bandwidth and MAX Disk Space consumption – picking too high of value for Motion % results in excessive capacities within the solution

• Disk Space Capacity

• Approximately 750 TB today allocated hold data for 752 cameras for 30 days

We are looking for SAN cost, expansion shelf cost, drive costs. We have varying size districts with unique configurations. Give as many examples as you would like.
