About this file
This is Addendum 4 to a Request for Proposals issued by the City of Detroit, Oregon for grant/loan administration and civil engineering services related to water system rehabilitation. The RFP originally called for proposals due May 21, 2026, but Addendum 4 extends the submission deadline to June 4, 2026. The project involves the design and construction oversight of an emergency potable water intertie between Detroit and Idanha, located approximately five miles apart, encompassing approximately 25,000 feet of new water main installation along Highway 22, alterations to existing pressure reducing valve stations, a new bidirectional pump station, and a bidirectional flow meter to enable bidirectional water flow between the two communities' treated water reservoirs. The procurement is structured in two phases: Phase 1 covers engineering design and feasibility studies (guaranteed), and Phase 2 covers construction oversight and management (optional). Staff recommendations are due June 4, 2026, with City Council approval anticipated June 9, 2026.
Addendum 4 introduces revised evaluation and scoring criteria that now include a Staffing Plan and Pricing Proposal component, weighted at 15 points in the overall selection process. The pricing proposal must include a schedule of hourly rates by position, a reasonable estimate of required hours, and may include task descriptions, labor classifications with applicable rates, and anticipated expense categories including travel. Evaluation criteria are weighted as follows: location of firm (10%), familiarity with City (25%), references (15%), experience with grant administration and water system engineering (40%), understanding and approach/proposal quality (10%), and staffing plan and pricing proposal (15%), totaling 115 points. Project funding is provided through the Special Public Works Fund and FEMA. Selected proposers must carry comprehensive general liability insurance of $2,000,000, professional liability insurance of $500,000, automobile liability insurance of $500,000, professional errors and omissions insurance of $2,000,000, and workers' compensation insurance as required by Oregon law. Proposals must be submitted in four hard copies with a 15-page response limit.
