About this file
This is Addendum Number Four to the Plans and Specifications for a demolition project issued by Corpus Christi Independent School District (CCISD) in Corpus Christi, Texas, prepared by Lamarr Womack & Associates, LP. The project involves the demolition of six school facilities: Fannin, Kostoryz, Sanders, and Travis Elementary Schools; Browne and Martin Middle Schools; and CIRC (Old Cunningham on Prescott). The addendum, dated June 17, 2026, provides clarifications, specification additions, and plan revisions to the original contract documents. Key clarifications include that contractors must provide their own bid bonds, existing storm drains must remain and be protected during demolition, and a site tour schedule would be provided in a subsequent addendum. The addendum incorporates asbestos inspection reports and abatement specifications for Fannin Elementary (prepared by Sitex, dated June 3 and 6, 2026), Kostoryz Elementary (dated June 12 and 15, 2026), and Browne Middle School (dated June 17, 2026), along with a revised demolition site plan for Old Cunningham Elementary. Contractors are required to furnish performance bonds, payment bonds, and certificates of insurance before commencing work, with work to begin within 10 days of contract execution.
The asbestos inspection report for Fannin Elementary identifies 374 samples of suspect asbestos-containing materials, with findings including floor tile mastic, floor tile, pipe insulation mastic, sink mastic, transite pipe, ceiling tile mastic, and vapor barrier containing greater than one percent asbestos. Materials are currently in good condition and non-friable; however, Sitex recommends removal of all asbestos-containing materials prior to demolition in accordance with NESHAP regulations and Texas Asbestos Health Protection Rules. The removal must be designed by a DSHS-licensed asbestos consultant, performed by DSHS-licensed abatement contractors, and monitored by a DSHS-licensed air monitoring firm. The sample quantities for asbestos-containing materials are estimates only, and contractors are required to conduct independent measurements and cost projections. Liquidated damages apply if work is not completed within the agreed timeframe, and the District reserves the right to approve changes in scope and change orders through Board of Trustees action.

PROJECT NUMBER: 23958
June 3, 2026
Mr. Trent Wagner Executive Director of Construction and Project Management Corpus Christi Independent School District 801 Leopard Street Corpus Christi, TX 78401
RE: Asbestos Demolition Inspection Fannin Elementary School 2730 Gollihar Corpus Christi, TX Project Number: 23958
Dear Mr. Wagner:
Enclosed is the report for the asbestos inspection performed at 2730 Gollihar in Corpus Christi, TX. The sampling was performed on May 19 to 25, 2026, by Mr. Paul Kass of Sitex, Inc. Mr. Kass is licensed by the Texas Department of State Health Services as an Asbestos Inspector (#60-2824).
SCOPE OF WORK
The scope of this project was limited to suspect asbestos-containing materials (ACM) specified by the client at the above-referenced property. Three hundred seventy four (374) samples of suspect asbestos-containing materials were collected. State of Texas regulations define asbestos-containing materials as having greater than one per-cent (>1%) asbestos content. Samples of the following materials were found to contain greater than one percent (>1%) asbestos:
1) Floor tile mastic
2) Floor tile
3) Pipe Insulation Mastic
4) Sink Mastic
5) Transite pipe
6) Ceiling tile mastic
7) Vapor barrier
Sink mastic, floor tile mastic and window glaze included in the samples collected in the facility was found to con-tain less than one percent (< 1%) asbestos by approved laboratory analytical methods. In the State of Texas, a material must contain greater than one percent (> 1%) asbestos to be considered as a regulated material. Based upon Environmental Protection Agency (EPA) and Texas Department of State Health Services (DSHS) regula-tions, the sample is less than one percent (< 1%) asbestos and is not defined as an asbestos-containing material by rule, is not regulated by DSHS, and does not require abatement prior to the demolition or renovation of the existing structure.
However, Occupational Safety and Health Administration (OSHA) regulations regarding asbestos fiber exposure to workers does apply to materials containing less than one percent (< 1%) asbestos. The OSHA regulation re-quires each employer to determine the proper respiratory protection for employees, based upon reliable air mon-itoring data. Each employer should evaluate the respiratory hazards based upon their own health and safety programs, which are developed to comply with the current OSHA respiratory requirements. Sitex recommends wet methods, engineering controls during demolition activities, and employee air monitoring to determine proper respiratory protection when dealing with materials containing less than one percent (< 1%) asbestos.
Suspect Materials Tested
Suspect asbestos-containing materials (ACM) were collected according to protocol established by the Texas As-bestos Health Protection Rules (TAHPR) 295.34 (c) for building demolitions and renovations. During the inspection, sampled materials were assigned a sample number and a homogenous area (H.A.) number. Samples were col-lected of each area and the friability and condition of the suspect material was assessed.
Table 1 contains the homogenous area numbers, material types, material descriptions, material locations, condi-tion assessments, and a summary of the analytical results.
Table 2 correlates each sample number to its homogenous area number. Analytical results and a list of definitions can be found following the text of this report.
Analytical Methods
All polarized light microscopy (PLM) lab analyses were performed at SanAir Technologies Laboratory Inc. in North Chesterfield, VA, using standard oil immersion and optical staining techniques. SanAir is an American Industrial Hygiene Association participant laboratory (#162952), a National Institute of Standards and Technology NVLAP-accredited laboratory (#200870) and licensed by the Texas Department of State Health Services (#30-0440) for asbestos laboratory analysis.
RECOMMENDATIONS
Recommendations concerning the asbestos-containing materials (ACM) identified in this limited inspection are based on the following:
1. Condition
2. Friability
3. Potential for disturbance
Condition and Friability
The asbestos-containing floor tile, mastic, vapor barrier, pipe insulation mastic, sink mastic, ceiling tile mastic are in good condition and considered non-friable.
Response Actions
Sitex, Inc. recommends that the condition of these asbestos-containing materials should be monitored. If this material becomes damaged or will be disturbed during renovations, then this material should be removed.
Response Actions for Demolition
According to NESHAP 40 CFR 61 Subpart M, 61.145 and Texas Asbestos Health Protection Rules, 295.60, friable or potentially friable ACM which will be disturbed during demolition, or has the potential to be disturbed, must be removed. Thus Sitex, Inc. recommends that all asbestos-containing materials be removed from the building prior to demolition. A licensed asbestos consultant should be consulted prior to any demolition operations in a building or other structure containing ACM. The project must be designed by a DSHS (Department of State Health Services) licensed asbestos consultant and monitored by a DSHS licensed company.
Use of Licensed Contractors
According to the Texas Asbestos Health Protection Rules, 295.34, the removal of asbestos in projects covered by the regulations require asbestos abatement specifications to be written by a DSHS licensed asbestos consultant and air monitoring be performed by a DSHS licensed air monitoring firm. In addition, a DSHS licensed asbestos abatement contractor must perform the removal.
Upon request from the Client, Sitex, Inc. can develop asbestos abatement specifications and obtain removal bids from multiple licensed abatement contractors. Please contact Stacy Kraatz at 361-887-9400 or by email at sta-cyk@sitexsolutions.com if this service is desired.
DISCLAIMER
The quantities for the asbestos-containing materials (ACM) indicated in Table I of this report (below) are estimates only, based upon scaled diagrams provided by the client and on-site evaluations. Sitex, Inc. assumes no liability for the use or interpretation of said quantities by any subsequent contractors, including, but not limited to, mailto:stacyk@sitexsolutions.com mailto:stacyk@sitexsolutions.com logistical issues, cost overruns and/or budgeting problems. Contractors bidding on removal of these materials should determine and develop cost projections based on their own independent measurements and quantifica-tions.
LIMITATIONS
This sampling report does not guarantee that additional asbestos-containing materials are not present. The scope of this project was limited to the client-specified materials sampled within this report. All other portions of the building not designated in the Scope of Work were specifically excluded. This report does not constitute a com-prehensive asbestos survey.
The following analytical results pertain to only the samples analyzed and may not reflect the actual composition of the entire homogeneous area. Sitex, Inc. assumes no responsibility for any subsequent use or interpretations of these analytical results. This report must not be used to claim product endorsement by NVLAP or any other state or federal government agency.
Please call us if you have any questions regarding this inspection report. We appreciate the opportunity to be of service to you.

Encapsulation - a method of control of asbestos fibers in which the surface of ACM is penetrated by or covered with a liquid coating prepared for that purpose.
Enclosure - the construction of an airtight, impermeable, semi-permanent barrier surrounding asbestos to prevent the release of asbestos fibers into the air.
Fiber - a particulate form of asbestos, 5 micrometers or longer, with a length-to diameter ratio of at least 3 to 1.
Friable Materials - any material that when dry can be crumbled, pulverized, or reduced to powder by hand pres-sure.
Homogeneous Area - an area of surfacing material or thermal system that is uniform in color and texture.
Intact - means that the ACM has not crumbled, been pulverized, or otherwise deteriorated so that it is no longer likely to be bound with its matrix.
Removal - all operations where ACM is taken out or stripped from structures or substrates, and includes demoli-tion operations.
Renovation - the modifying of any existing structure, or portion thereof.
Repair - overhauling, rebuilding, reconstructing, or reconditioning of structures or substrates, including encapsu-lation or other repair of ACM attached to structures or substrates.
